Position Summary:

Under the direction of the Country representative, the M&E Advisor will support coordination and oversight for project M&E activities. The M&E advisor will provide TA and capacity building in M&E at PNLS. S/he will also lead baseline indicator and situation analysis at sites. S/he will use innovative M&E tools and coordinate overall M&E activities. S/he will be responsible for providing technical guidance to the regional M&E officers, and will oversee data collection, training, and data management by the regional teams. This will involve working with the regional teams and district staff to increase data quality through improving the completeness and quality of paper-based and electronic data as well as reporting of data through the national DHIS2 system.

Major duties and Responsibilities:

  • Work closely with the health facility, country & site staff to strengthen M&E system of HIV programs โ€ข Provide direct technical assistance to the health facilities supported by ICAP Congo.
  • Assist in coordinating monthly performance evaluation meetings/MDT meetings pertaining to facility level data and report.
  • Ensures timely collection, cleaning, validation and compilation of health facility and nearby facility data collection format designed by ICAP.
  • Responsible for compiling the health facility and/or nearby facility weekly, monthly, quarterly and annual HIV related activity reports.
  • Coordinate and participate in HIV related supportive supervision, and review meetings in the districts as required.
  • Work with ICAP M&E teams in building the capacity of data clerks to ensure data use for continuous quality improvement at ICAP supported health facilities.
  • Lead and manage baseline indicator and/or situation analysis at sites โ€ข Maintain the established reporting system database and support routine reporting.
  • Implement ongoing data quality control/assurance procedures to ensure complete and accurate data entry.
  • Establish data security guidelines and activities to ensure that all data are stored and maintained in a secure and effective manner.
  • Generate routine data summaries for project monitoring.
  • Provide general information technology support to supported sites.
  • Support ICAP Congo staff to document training and technical assistance activities and help to produce and disseminate technical reports, guides, manuals, and other written materials.
  • Provide regular liaison with M&E contacts.
  • Undertake other responsibilities as assigned by the immediate supervisor.

Qualifications / Professional Requirements:

  • Bachelorโ€™s degree in computer science, information management, socio-medical sciences or a related discipline; additional experience with medical or public health records is preferable.
  • A master's degree in public health is an asset.
  • At least 5 years of experience with health-related data collection tools and databases.
  • Experience in the implementation and management of health monitoring and evaluation systems.
  • Experience in data analysis.
  • Experience with DHIS2 and DATIM.
  • Advanced knowledge of the electronic medical record system for patient monitoring.
  • Knowledge of operations and health systems โ€ข Knowledge of GLOBAL FUNDS indicators.
  • Knowledge of hardware capabilities and functionality; data security; software, including Word, Excel, Access, and Power Point.
  • Excellent oral and written communication skills in French; proficient in English.
  • Experience in writing reports, training materials, guidelines, and standard operating procedures.
  • Strong data management and analysis skills.
  • Experience working with complex programs involving short deadlines and multiple tasks, in coordination with multiple partners to achieve program results.
