Background

SoCha intends to submit a proposal for the USAID/Vietnam follow-on to the Learning and Knowledge Management (Learns) activity in the Republic of Vietnam. The purpose of the activity is to enable data-driven decision-making and evidence-based collaborating, learning, and adapting within and amongst USAID/Vietnam and its partners to improve program management and development impact in Vietnam. As development programs continue to adapt to the rapidly changing and dynamic operating environment in Vietnam, USAID/Vietnam requires access to up-to-date and on-demand contextual information, systems, and processes to coordinate timely programmatic responses, and qualitative and quantitative context data to advance the goal and development objectives of its 2020-2025 Country Development Cooperation Strategy. As information sources and data points continue to grow, the Mission also requires comprehensive knowledge capture, retention, transfer, and management practices to support evidence-based decision-making and efficiently and effectively facilitate M&E and CLA approaches within USAID/Vietnam and amongst implementing partners. Additionally, the Mission requires performance improvement services for its strategic partners and an approach that fundamentally ensures responsiveness to program participant feedback regarding USAID’s assistance.

SoCha is seeking a full-time, qualified individual to fill the role of Monitoring Advisor. The Monitoring Advisor will be full-time and based in Hanoi. This role is for a proposal position and is contingent on award and funding.

Scope of Work

Under the supervision of the Institutional Learning Advisor/Technical Director, the Monitoring Advisor will:

  • Be responsible for leading and managing the technical work related to monitoring, analysis, and capacity building under this contract.
  • Lead/oversee the engagement of implementing partners and the support to them in data analysis and presentation of the data and findings to USAID.
  • Strengthen capacity of USAID/Vietnam staff to conduct Data Quality Assessments (DQA).
  • Lead coordination efforts amongst USAID and IP staff to undertake multiple indicator DQAs a year.
  • Lead/oversee support of the development of Activity-level MEL Plans (particularly by new and/or local IPs), and associated Performance Indicator Reference Sheets (PIRS).
  • Organize and supervise the day-to-day programmatic activities, including the Third Party Monitoring, Evaluations and Assessments, Data Quality Assessments, and other activities as requested by USAID, such as IP meetings.

Minimum Qualifications and Experience

  • An advanced degree in international development, public administration, organizational development, or a relevant field.
  • Minimum of eight (8) years of experience in international development, as well as in the drafting, review, and updating key monitoring and evaluation documents: PMP, Performance Plan and Report, quarterly data reviews, and portfolio review documents.
  • At least five (5) years of experience successfully managing teams with a focus on producing high quality deliverables.
  • Prior experience working with USAID (including on USAID-funded work) and strong knowledge of regulations related to monitoring.
  • Experience with USAID’s program cycle, CLA (collaborating, learning, and adapting) approach, or knowledge management preferred.
  • Excellent English writing, speaking, and presentation abilities.
