Heifer Project International-Ethiopia (HPI Ethiopia) together with the Ministry of Agriculture is planning to implement the Enhancing Livelihoods of Smallholders through Improved Poultry Business (ELSIPB) Project under its RESTORE + signature program of HPI Ethiopia. ELSIPB project aims to close the living income benchmark of targeted households (Women and Youth) through improving production, productivity, and marketing of eggs. To achieve this, the project will identify a private feed and DOC processing firms with demonstrable capacity and incentive to serve as an Egg-hub.
The project will be implemented in four regions (Amhara, Oromia, Sidama, and SNNPR) and 70 districts. The overall objective of the project is to help 70,000 rural households (50 % women and 70% youth) are on the path to attain sustainable living income by the end of 2026. The ELSIPB project applies Market Systems Development (MSD) approach to address root causes of the systemic constraints in the poultry market system by designing innovative interventions that improve poultry market efficiency and sustainably benefit more poor households.
Heifer Project International-Ethiopia (HPI Ethiopia) is seeking for a qualified applicant for Monitoring, Evaluation and Learning (MEL) Officer of the ELSIPB project.
FUNCTION
The Monitoring Evaluation and Learning (MEL) Officer shall assist with project planning, monitoring and evaluation activities at the field and country level. The position holder shall ensure quality in project implementation in accordance with the Country Program Framework and Heiferโs vision. He/she shall track and document measurable outputs and intended outcomes generated by Heiferโs projects.

RESPONSIBILITIES AND DELIVERABLES
Ensure that project outputs, performance and outcomes are effectively monitored, evaluated, and reported on through regular data collection, analysis and reporting on all heifer indicators at target householdsโ level.Assist with project quarterly and annual planning and review processes and activities.Conduct project planning, monitoring and evaluation and reporting on project progress.Providing technical assistance and building capacities of program staff including project participants in all MEL related activitiesProviding guidance and support to all program staff in the development and implementation of monitoring tools, which include but not limited to data collection, analysis and reporting on program/project indicators.Assist with the implementation of HPI Global MELS policies and systems at country office levelProvide all required data for Heifer regular reports (Half-year and Annual)Ensured data quality through regular checks, reviews, and validation Assist with regular follow up of all required data by Program/project staff for IPMS and assist in data inputting in IPMS.Work with the MEL Manager in planning, designing and undertaking program evaluations and other programmatic assessments.Participate in program/project development activities and provide input in MELS related technical areas.Identify, capture, document and disseminate of lessons learned, good practices across, and innovations from projects/programs implementation.Identify, document and highlight key areas of program impact (both qualitative and quantitative) for sharing with existing and prospective partners.Provide support in the development of program/project key performance indicators and monitor program/project progress against those.Working with the MEL Manager, provide guidance and support in the development & management of information management systems and maintenance of a comprehensive programmatic database (electronic and hard copy files of all project documents).QualificationsBachelor's degree in Agricultural Economics; Social Sciences (Economics); Statistical Sciences; Development Studies and any other related academic qualifications. High level computer and data management skills are a must.
Preferred Requirements
Demonstrate high level capacity in data collection and analysis using advanced computer packages (SPSS, Stata, Epi-Info etc)Experience in digital data collection platforms (Survey CTO, KOBO)Project management and supervisory experienceAt least three-year experience in relevant fields. NGO experience is desirable but not a must.Demonstrate a track record in quality reporting, knowledge management and dissemination.Demonstrate high level integrity in management of project activities and resources, leadership skills, innovation, commitment and passion for development work.Application Deadline: 6th September 2023.
