Background:

OSCE field operations are the front line of the OSCEโ€™s engagement on the ground, supporting host authorities in fulfilling OSCE commitments and implementing a comprehensive approach to security. The OSCE Mission to Skopje is the Organization's longest-serving field operation working on inter-ethnic relations, early warning, the rule of law, democratic governance, transnational threats and police reform.

The Communication and Media Relations Unit (CMRU) under the Head of Mission and Central Services Department is responsible for communicating messages to domestic and external audiences, including in regard to the Missionโ€™s extra-budgetary projects.


The Missionโ€™s Extra-budgetary (ExB) portfolio is growing and the CMRU staff is providing communications support for these ExB projects. In order to better support the communications needs of the ExB projects, the Mission seeks to engage one (1) Media Officer on a short-term basis for a period of six months, with the possibility of a second six-month short-term appointment following the required one-month gap.


Tasks and Responsibilities:

Under the supervision of the Chief, Communication and Media Relations Unit, the incumbent will be providing communications support for the Missionโ€™s Extra-budgetary projects, more specifically:

Supporting programmatic staff to draft communications plans for new Extra-budgetary projects; Supporting staff preparing new ExB projects and those working on existing projects, by editing and formatting fact sheets for distribution to participating States to encourage contributions; Supporting ExB project staff to implement their projectsโ€™ communications plans by:
a. Preparing or supporting contracting to prepare branding for new projects;
b. Preparing communications materials, including press releases, social media posts, videos, photo quotes, etc.;
c. Copy editing and proofreading their written products and tailoring them for use in the Missionโ€™s various communication channels;
d. Preparing or supporting contracting to prepare public outreach campaigns publicizing the accomplishments of the Missionโ€™s ExB projects;
e. Preparing or editing public remarks by Mission leadership and/or ExB project staff;
f. Reviewing reports to participating States providing funding for the Missionโ€™s ExB projects;
g. Liaising with communications staff of partners and beneficiaries of the Missionโ€™s ExB projects to ensure their communications efforts and those of the Mission are complementary;
h. Promoting the Missionโ€™s ExB projects with contacts in the local media; Integrating communications work related to the Missionโ€™s ExB projects into the Missionโ€™s overall communications strategy; Serving as Acting Chief of the Communication and Media Relations Unit in the absence of the Unit Chief; Performing other duties as assigned.

Citizenship of an OSCE participating State, excluding citizenship of or permanent residence of the Republic of North Macedonia; First-level university degree in journalism, international relations or related field, communications or public relations, or professional certification in journalism or public relations; Minimum of four (4) years of professional experience working in or with the media or in public relations, particularly in gathering, organizing, editing and disseminating information; Good analytical and interpersonal skills; Significant experience in strategic communication; Knowledge of different aspects of public information, communication and advocacy, as well as experience in development of communication strategies; Experience in developing and leading country-wide public information campaigns, including impactful offline and online outreach with social media in focus; Excellent oral and written communication skills in English, with proven ability to prepare news-related documents, social media posts, press releases, statements, speeches, feature stories, factsheets, and analytical reports in a clear, understandable and concise way; Computer literate with practical experience with Microsoft applications and familiarity with information technology, including Internet, Intranet, digital photography and video; Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, gender diversity and varying political views, while maintaining impartiality and objectivity; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Flexibility and ability to work under pressure and within a limited timeframe. Remuneration Package:

Monthly remuneration subject to social security deductions is about USD 4,198, to which Board and Lodging Allowance applicable at the duty station is added, currently at EUR 113.00 per day. Social benefits will include the possibility of participation in the Cigna medical insurance scheme.
