To achieve that vision, UOSSM USA provides, in collaboration with its strategic partners, impartial lifesaving support, medical relief and access to quality healthcare and mental health services to people affected by crisis through its impactful and cost-effective programs. UOSSM USA currently supports Mental Health and Protection (MH&P) services in Turkey and is looking forward to expanding its impact in MH&P to the underserved people in Jordan, Syrian refugees, and other refugees affected by crisis.
Position Summary:
The Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer plays a critical role in ensuring effective implementation and continuous improvement of programs within our Organization. This position is responsible for developing and implementing robust monitoring and evaluation frameworks, facilitating accountability mechanisms, and promoting a culture of learning and knowledge sharing
Main Responsibilities:

Design and Implementation of Monitoring and Evaluation Systems:
- Develop and implement comprehensive monitoring and evaluation systems, plans, and tools to track program progress, outcomes, and impact.
- Design data collection methodologies, ensuring data quality and reliability.
- Conduct regular field visits to monitor program activities and assess adherence to project plans and objectives.

Data Analysis and Reporting:
- Analyze monitoring and evaluation data to identify trends, gaps, and areas for improvement.
- Prepare regular reports on program performance, including progress against targets and indicators.
- Present findings to program teams, management, and stakeholders, and facilitate discussions on implications for program strategy and implementation.

Accountability Mechanisms:
- Establish and maintain effective accountability mechanisms, including feedback and complaints mechanisms for beneficiaries and stakeholders.
- Ensure timely and appropriate responses to feedback and complaints and facilitate resolution of issues in collaboration with relevant stakeholders.
- Learning and Knowledge Management:

Capacity Building:
- Provide training and capacity-building support to program staff and partners on monitoring, evaluation, and accountability methodologies and tools.
- Mentor and coach staff on data collection, analysis, and reporting techniques, ensuring competency and adherence to standards*.*
- Promote a culture of learning and knowledge sharing within the organization.
- Facilitate learning sessions and workshops to capture and disseminate best practices, lessons learned, and innovations.
- Document case studies and success stories to highlight program achievements and promote organizational learning.
Ethical Standards & Collaboration with Other UOSSM Team Members:
- Ensure adherence to quality assurance measures, proactively addressing challenges to maintain high standards of program delivery.
- Foster a positive work environment emphasizing teamwork and inclusivity, promoting a culture of collaboration and mutual support among program staff.
- Uphold ethical standards in all interactions and decision-making processes, ensuring integrity and accountability throughout program implementation.
Reporting Lines:
- This position reports directly to the Program Manager. If the Program Manager is unavailable, the MEAL Officer reports directly to the Country and Regional Director in Jordan.
- This position coordinates and collaborates closely with the Regional Finance & Admin Manager in information management of the projects, programs staff, and other team members.
Educational Qualifications:
- Bachelorโs or masterโs degree in a field related to international development, social sciences, statistics, public health, economics, or a related field. Degrees specifically focused on monitoring and evaluation, project management, or data analysis are preferred.
Experience and Competency:

Minimum of 2 years of relevant experience in monitoring, evaluation, accountability, and learning roles within the NGO sector.

Demonstrated expertise in designing and implementing monitoring and evaluation frameworks, data collection methodologies, and analysis techniques.

Strong analytical skills and ability to interpret complex data sets, with good analytical capacity for qualitative and quantitative information.

Experience in developing and managing accountability mechanisms, including feedback and complaints mechanisms.

Excellent communication and presentation skills, with the ability to effectively convey technical information to diverse audiences.

Proficiency in English and in relevant software applications for data management and analysis, including Microsoft Applications (Word, Excel, KOBO, Power BI, SPSS, DSI, DHIS2 etc.).

Commitment to the principles of transparency, accountability, and learning in humanitarian and development work, with good knowledge of data collection, analysis, and management principles.

Ability to lead and train field workers.

Working Environment: primarily on site, and potentially remotely; based on needs and circumstances (i.e., Amman office, program centers, working group, etc.).
Working Hours: Working hours are from 8:00am to 5pm (may vary based on meetings and work conditions), Sunday to Thursday.
