Many people face the consequences of war, are internally displaced to other parts of Ukraine, or have left the country. Dorcas has two offices in Ukraine: one in Syurte, Transcarpathia, and one in Zaporizhzhia city. From our offices our teams and partners provide mental health and psychosocial support, cash assistance, shelter support and sustainable livelihood opportunities. At the same time, we invest in structural solutions for poverty and social exclusion. Our work in Ukraine is growing and therefore we are recruiting a:

MEAL Manager – remote or in-country (Zaporizhzhia/Dnipro/Uzhhorod)

(parttime – 20 hours a week)

Purpose of the position

The MEAL Manager (specialist in monitoring, evaluation, accountability and learning) is responsible for leading the Dorcas Ukraine MEAL team and for ensuring quality, relevance, effectiveness and efficiency in the development and implementation of the country programme’s monitoring, evaluation, assessment, learning and research activities and systems and processes in full compliance with Dorcas International and our international donor partner requirements.

Main responsibilities and tasks will consist of the following:

  • Leading, supervising and supporting the Dorcas Ukraine MEAL team across all projects and programme areas with regular visits to all programme location.
  • Design and implement a MEAL capacity development plan for the Dorcas Ukraine country programme, staff and partner organisations including arranging MEAL orientation- inductions; trainings and providing on-the-job coaching and mentoring.
  • Ensure that every project has key performance indicators, a MEAL plan, and an associated database that effectively measures and tracks Dorcas performance, our impact and the changes we effect.
  • Lead on the development and implementation of a country research and learning plan.
  • Ensure timely and high-quality compliance with internal (Dorcas International) and external (funding partners) MEAL requirements for situational analyses, needs assessments, baseline surveys, mid-term reviews, end-line reviews, evaluations, lessons learned exercises and reporting.
  • Where MEAL systems, procedures and guidance are absent or inadequate, take the lead in developing, creating and/or amending these to meet the needs of the country programme.
  • Conduct regular quality assurance exercises to determine the quality, reliability and relevance of the data collected and the methods used.
  • Ensures implementation of complaints mechanism for all projects.
  • Ensures implementation of a beneficiary participatory monitoring and accountability system in each project.
  • Ensure adherence to best Safeguarding and Do No Harm practices in all MEAL actions.
  • Direct Supervision of 4 staff: a) MEAL Officer West; b) MEAL Officer East; c) Complaints Officer; and d) Communications Officer (for MEAL related components).
  • Participate in, contribute towards and represent Dorcas Ukraine in Dorcas International MEAL learning, training and capacity development events and activities.
  • Ensure all data collection and data processing personnel are adequately trained and their performance monitored.
  • Ensure that the MEAL system enables evidence gathering and performance tracking to inform decision making for effective programming.

Knowledge & Experience

  • A degree in statistics, research methods or a relevant subject. A relevant post-graduate degree preferred.
  • Experience of implementing MEAL systems with a strong national or international NGO.
  • Experience of quantitative and qualitative research methods and digital data collection and processing in conflict affected and displacement contexts.
  • Experience of managing MEAL actions in humanitarian and development/livelihoods contexts, ideally in Ukraine.
  • Experience of international donor MEAL compliance (USAID/BHA, OCHA, ECHO, DEC etc) (preferably)
  • Supervisory, management experience.
  • Verbal and written fluency in English, preferably also in Ukrainian
