Manager, Programmatic Monitoring and Data Use - GL E - Defined Duration until December 2025

The Programmatic Monitoring Department (PMD) has been established to support and strengthen in-country and internal data infrastructure, collection, processing and analytics with the ultimate goal of strengthening data-use for decision-making and driving better programmatic outcomes. PMD operates as a service provider for the wider organization, responding to the different analytical needs of teams, providing both routine and ad hoc programmatic data visualization, reports, analytics and insight. Key customers for PMD include Grant Management Division (GMD), Technical Advice and Partnerships (TAP), Strategy and Policy Hub, Access to Funding and Risk.

The Manager, Programmatic Monitoring and Data Use will design and implement the vision for and manage a new team within PMD responsible for providing programmatic analytical capability to the wider organization in response to different user needs, and for promoting data use for decision-making. The Manager will report to the new Head, PMD and will be responsible for managing a team of Specialists and Senior Analysts, and matrix managing a team of Senior Specialists.

The Manager will be responsible for building close working relationships and ensuring collaboration with, as well as influencing, a wide range of senior stakeholders across the organization. The Manager will have a broad and deep understanding of the Global Fundโ€™s different data sources, IT infrastructure, data sets and decision-making processes and be able to identify and respond to gaps and opportunities. The Manager will also understand the various inter-linkages between departments, differing perspectives and areas of interest, and be able to effectively navigate these, and prioritize, to deliver on departmental and organizational priorities. The Manager will require excellent senior stakeholder management and influencing skills, strong people management and communication skills, excellent analytical and data visualization skills, as well as strategic and conceptual thinking.
