NRC as part of the Logistics Working Group in Colombia has proposed an intervention focused on seeking efficiencies, improving accountability, and increasing the effectiveness of humanitarian response when INGOs and NNGOs purchase goods and services in the Colombian market through the creation of a national platform for NGOs and suppliers. This platform would be replicable at the regional level. The platform should respond to the needs of the participating organizations and develop capacities of the organizations themselves and their local partners, so that users (organizations and suppliers) find in it a reliable opportunity to obtain better and varied offers from the local market. In this way, the project aims to achieve efficiency in the allocation of resources by increasing the availability of aid for the population in need of humanitarian aid, improving accountability and mitigating corruption risks.

The Project Manager for the Development and Implementation of an information system for INGOs and NGOs and their suppliers to improve the effectiveness, efficiency and accountability of humanitarian logistics processes in Colombia will assume a leadership role in shaping and coordinating the strategic direction of the project. This person, along with the technical committee of the participating organizations, will work closely with the Logistics managers, ensuring that the project reflects the strategic perspective and resonates with all INGOs and NNGOs. The right candidate will have a balance of structured thinking, documentation skills and ability to facilitate collaborative planning processes that incorporate input from others. The position will also be required to provide support in the preparation of new Logistics projects as needed.

Role and responsibilities.

The purpose of the Project Manager position is to implement delegated logistics projects portfolio.ย 

Generic responsibilities.

Line management for project staff Adherence to NRC policies, guidance and procedures Contribute to the development of Country, Area and support strategies, initiate and participate in the development of relevant logistics projectsย  Coordinate and manage logistics project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements Implement technical direction and ensure high technical quality of projects Provide regular progress reports to the Logistics Manager, HoS and Steering Committee of the project.ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย ย  Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist Develop and manage logistics project budgets and coordinate the spending plan Ensure capacity building of project staff and transfer key skillsย  Liaise and collaborate with relevant local authorities and other key stakeholders Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilitiesย 

Coordinate with the technical committee among the project's participating organizations, implementing organizations and donor representatives to achieve key project objectives. Ensure a collaborative environment by fostering joint construction efforts with participating NGOs and coordinating agencies. Facilitate the process of developing participatory sessions by providing guidance and support to presenters and stakeholders. Document all processes, decisions and plans in an organized manner, ensuring clarity and transparency for all parties involved. Incorporate lessons learned, to the extent possible, to participate in new projects. Oversee logistical aspects of the project, including supervision of Logistics and ICT staff, contracting of project-related work, and project closing events.ย  Develop and oversee a detailed project milestone schedule, ensuring timely completion of all tasks following a project management methodology. Coordinate with various departments and stakeholders, ensuring alignment and effective communication. Identify potential risks and challenges in the planning process, providing proactive solutions. Collect post-project feedback to assess implementation effectiveness and improvement opportunities for future projects and present it to the Logistics Manager and the project technical committee.ย  Consolidate a joint needs assessment document for the supply chain in Colombia and a regional digitalization approach. Develop and implement a training plan in coordination with the implementing partner on the topics resulting from the initial diagnosis.ย  Contract the development of an information system that responds to the needs of the supply chain in Colombia according to the participatory assessment of the participating members of the project.ย  Responsible for contracting goods and services for the project in accordance with NRC and donor guidelines. Responsible for the report to the technical committee and the interim and final report of the project to the donor. Perform other duties, as assigned by the Line Manager.

Professional competenciesย 

Generic professional competencies:ย 

Minimum 3 years of experience working as a Project Manager in software development and ICT processes. Experience working in humanitarian contexts is desirable but not required. Documented results related to the positionโ€™s responsibilities Knowledge about own leadership skills/profileย  Fluency in English and Spanish, both written and verbalย  Valid driverโ€™s license

Context related skills, knowledge and experience:ย 

Professional in Business Administration, Industrial Engineering, or similar with a masterโ€™s degree in Project Management, New Technologies Management or similar.ย  Minimum five (5) years of proven experience in a similar responsibility. Solid knowledge in Project Management, agile methodologies and PMP.ย  Knowledge in Supply Chain Management at private level and in the humanitarian sector. Proficient knowledge of MS Office utilities (Word, Excel, Power Point, Outlook) and experience in ERP software management.
