BACKGROUND AND PURPOSE OF THE ASSIGNMENT
Guatemala CO has embarked on the development and implementation of a crucial initiative to integrate and streamline all aspects of the Supply Chain Service Provision facilitating access to logistics selected services in country e.g procurement, warehousing, and transport services.
To meet the increasing needs of WFPโs service provision portfolio, WFP is seeking a Logistics Officer to implement its service provision operations. The service provision work stream seeks to enable better outcomes through supply chain partnerships and forms a key commitment to Agenda 2030, โSDG 17 Partnership for the Goalsโ.
The position will be based in Guatemala City, working in strict coordination with the business experts and involved stakeholders under the direct supervision of the Head of Supply Chain.
ACCOUNTABILITIES/RESPONSIBILITIES
The Logistics Officer will be responsible for the following activities:
Support the creation and execution of supply chain strategies and processes for service delivery, aligned with BSP policies and objectives. The goal is to enhance cost efficiency, speed, reliability, and quality, while also helping to build national capacity. This work includes drafting Standard Operating Procedures (SOPs).
Contribute to planning and implementation of supply chain operations, initiatives and services to ensure a timely, cost-effective and integrated approach and in close cooperation with key supply chain stakeholders.
Analyze supply chain processes and create clear reports that highlight ways to improve and make operations more efficient in your area.
Build strong working relationships, mainly at the operational level, and work closely with key supply chain teams and external partners to ensure smooth coordination of Bilateral Service Provision.
Lead financial reviews and budget analysis, provide useful insights, and suggest actions to help your supervisor manage funds better. This includes making payments on time, sending invoices monthly, and forecasting based on agreements with the government.
Help manage Bilateral Service Provision activities and lead specific tasks, following supply chain policies and standards, with a focus on quality, reducing losses, managing risks, and saving costs.
Create accurate and timely reports, dashboards (in DOTS or other platforms), and visual tools to show supply chain trends and support decision-making with consistent information.
Train WFP warehouse staff on how to properly use LESS, covering both its operational use and compliance with the logistics manual.
Monitor the rollout of LESS LAST MILE and act as the main contact between WFP and the government to ensure food deliveries are recorded on time.
Take part in emergency response roles when needed to support food assistance efforts.
Improve GTCO data accuracy to at least 95%.
Ensure GTCO has at least one staff member who is fully trained in Commodity Accounting.
Serve as a traveling Logistics Officer for all active warehouses in the country, training WFP and partner staff involved in WFP operations.
QUALIFICATIONS & EXPERIENCE REQUIRED
Education
Advanced university degree in supply chain management, business administration, engineering, computer science, statistics, or economics (preferably transport economics), or first university degree with additional relevant logistics work experience.
Experience
At least 3 years of postgraduate progressively responsible professional experience in Logistics, Supply Chain, Business Administration, Economics, Mathematics or other relevant fields of experience.
Experience in analyzing operational context
Experience in troubleshooting and solving operational issues.
Proved knowledge of supply chain planning, networks management, capacity strengthening and supply chain performance.
Experience coordinating with transportation providers and third parties.
Experience leading a team of national staff.
Experience assisting in project management.
Experience in preparing and managing budgets.
Languages
Fluency (level C) in Spanish and spanish language.
