Org. Setting and ReportingThe position is located in the Mission Support Centre (MSC) of the United Nations Interim Administration Mission in Kosovo and is based in Pristina. The Chief MSC plans, coordinates, and interfaces with all mandated clients inside the mission, the United Nations Kosovo Team, and any other supported entity to provide timely and effective logistics support. The Chief Mission Support Centre reports directly to the Chief of Operations and Resource Management. ResponsibilitiesWithin delegated authority, the Chief Mission Support Centre will be responsible for the following duties: โ€ข Prepares drafts of various complex logistics plans. Develops contingency plans for drawdown and liquidation. Prepares drafts of mission-specific standard operating procedures and submits them to his/her supervisor for review. โ€ข Manages logistics operations, including logistics assets, materials and personnel management. โ€ข Ensures timely, accountable and cost-effective delivery of cargo and personnel. โ€ข Coordinates and provides logistics support to UNMIK's and UNKT's ongoing operations. โ€ข Ensures that logistics requirements take account of gender-specific needs. โ€ข Keeps required records of logistic activities and level of essential supplies. โ€ข Identifies requirements and shortfalls within his/her unit and submits to supervisor for logistics plans; and manages special logistics operations. โ€ข Coordinates logistics activities with procurement, finance, human resources, and other sections. Follows up on legal and financial aspects of the logistic support. โ€ข Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained. โ€ข Ensures that supervised staff are adequately trained and cross-trained; identifies additional training needs to achieve high working standards. โ€ข Coordinates UNMIK logistics operations internally with other UN agencies (UNKT) and other organisations. โ€ข Apply practical knowledge in PowerBI and UMOJA Analytics for data analytics to evaluate business requirements and provide data-driven solutions. โ€ข Implement proper reporting mechanisms utilising various platforms to ensure accurate and timely dissemination of logistics information to relevant stakeholders. โ€ข Implement and monitor occupational health and safety measures within the Mission, ensuring compliance with relevant regulations and standards to maintain a safe working environment. โ€ข Prepare comprehensive Statements of Work (SOW) for significant mission mandate implementation-related events, ensuring detailed logistics planning and coordination. โ€ข Exercises supervision of continuing and project activities. Continuing activities are reviewed at regular periods. Execution of projects is monitored and verified as described in the approved Project Plan. โ€ข Performs other related duties as required. Work ExperienceA minimum of ten (10) years of progressively responsible experience, including at least three years at the international level in logistics, supply chain management, procurement, or other related areas, in complex, volatile, conflict or post-conflict settings is required. A minimum of five years of supervisory experience in logistic management functions in a large international organisation or UN field mission is desirable. Experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required. AssessmentEvaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
