Result of ServiceThe Local Consultant will be responsible for the stakeholder outreach to government entities and businesses and guide the implementation of project activities over the course of project implementation, including: a) Stakeholder Engagement โ€ข Gather relevant Lao participants for an inception meeting with core stakeholders. DCC and other relevant parties at MONRE, World Bank staff and GGGI representatives This will include relevant representatives from the World Bank working on the Laos LTS, staff from GGGI working on an NDC implementation plan. โ€ข Organize semi-structured interviews with key stakeholders, especially in the realm of finance, and, if language is a barrier, conduct them in Lao based on an outline co-developed with UNEP CCC staff. b) Training workshop organization โ€ข The responsibilities of the Local Consultant also include gathering relevant participants for meetings, training and workshops. It is important that the consultant seeks advice from DCC/MONRE as the success of these workshops, training, and meetings depend on the participants. โ€ข Gathering relevant local information for the climate finance training webinar (remote) and the Intensive concept development and financing training. โ€ข Participate in the discussion with UNEP CCC experts at the concept development and financing training. โ€ข Finally, she/he will arrange the logistical local details of the concept development and training. c) Validation Workshop organization โ€ข Organize and attend the national validation workshop in Vientiane with stakeholders to communicate the findings and improve the recommendations. โ€ข Collaborate with the Coordination Officer and UNEP-CCC team with by organizing the three sub-national validation workshops. d) Attendance of regular check-ins โ€ข The Local Consultant will be required to attend regular check-ins (remotely) with UNEP CCC and DCC/MONRE. e) Monitoring and Progress Controls โ€ข The Local Consultant is expected to be available for regular (most likely bi-weekly) meetings online with the Supervisor to discuss activity implementation and progress. Work LocationRemote, Vientiane, Laos Expected duration20 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Mitigation Branch, located within the Climate Change Division, supports developing countries to improve energy efficiency and increase use of renewable energy as part of their efforts to achieve low-carbon and climate-resilient development pathways. It does so by providing guidance on sound policy, technology, and investment choices, and by facilitating knowledge generation and sharing, capacity building, peer learning and through technical assistance to developing countries. Together with the Technical Consultant, the Local Consultant will be responsible for the engagement of core stakeholders like the Department for Climate Change at the Ministry for Natural Resources and Environment (MONRE) and any other relevant ministries, as well as other secondary stakeholders in Laos. Stakeholder Engagement involves establishing close ties early on to facilitate cooperation with existing initiatives like the Technical Working Group on Climate Change (TWGCC), and partners in the UNDP Climate Promise project, the World Bank and the Global Green Growth Institute (GGGI). Qualifications/special skillsโ— University degree (Bachelor degree or equivalent) preferably in development studies, social studies, business, management, administration or related areas is required. โ— Masterโ€™ s degree preferred. โ— Minimum of 2 years professional experience in development project implementation, working with national public institutions, private sector associations / promotion agencies, banking sectors or similar, in Laos is required. โ— Experience in organizing workshops and/or similar events is required. โ— Experience in more than one of these sectors is desired. Agriculture, forestry and land use change, energy, water resources, waste, and urban development. โ— Understanding of Laosโ€™ development priorities and policies and familiarity with climate change priorities. Languagesโ— Fluency in written and spoken English is required. Fluency in Laos is highly desirable. Additional InformationNot available.
