The purpose of the LFS Coordinator position is to lead the implementation of the LFS project in conflict- affected areas of Eastern Ukraine. The LFS Coordinator is responsible for overseeing the planning, designing and supervision of all LFS activities implemented by NRC in relevant areas ensuring that they contribute to the overall country and programme strategy.
Under the leadership of the line manager the purpose of the LFS Coordinator is to support and ensure that all LFS activities, especially the ones with a focus on supporting livelihood provisioning and protection for ensuring basic economic and food production security are planned, implemented, monitored and reported according to NRC standards, procedures and national regulations. This could include in-kind distributions, nutrition-sensitive programming, sustainable agriculture and production, sustainable value chains, economic inclusion, as well as activities within LFS that implement Cash & Voucher Assistance (CVA). LFS Coordinator will work closely with the members of the Core Competency team, MEL Unit, and other NRC Ukraine departments and collaborate with NRC implementing partners
Generic responsibilities:
- Ensure adherence to NRC policies, tools, handbooks, and guidelines.
- Implement delegated LFS project portfolio according to the plan of action.
- Prepare and develop status reports as required by management.
- Ensure proper filing of documents.
- Ensure that projects target beneficiaries most in need and explore and assess new and better ways to assist.
- Support all LFS team members as per the project activities.
- Ensure the development and implementation of high-quality programme activities.
- Promote and share ideas for improvement and necessary changes in activities.
Specific responsibilities:
- Lead and support technical assessments, contributing to the identification of trends, standards, and donor priorities to ensure fact-based programming.
- Coordinate the distribution of LFS-related resources, such as seeds, tools, cash/vouchers, agricultural inputs, and in-kind assistance, ensuring alignment with project objectives.
- Ensure projects are directed toward target populations through clear communication and sensitization of activities to communities, overseeing and empowering awareness and inclusivity.
- Actively engaging in field level coordination with community stakeholders, participating in relevant meetings, such as the LFS Sub-Cluster and Cash Working Group, as directed by the LFS PM.
- Coordinate closely with logistics and finance teams to ensure smooth and efficient processing of project activities.
- Assist the line manager with drafting reports, proposal writing, and developing work plans, budgets, and other project documentation, provide specific technical inputs, contribute to the development of technical guidance and provide regular progress reports, including challenges and lessons learned.
- Facilitate data sharing and maintain transparency in the reconciliation of deliveries and information flow in accordance w/ NRC guidelines and donor requirements.
- Integrate gender, protection, environmental, and nutritional sensitivity into all LFS plans and activities, ensuring safe & inclusive programming.
- Regular presence/visit in field office in Kharkiv and Zaporizhzhia.
- Actively support LFS staff training, contribute to emergency response strategies, strengthen partnerships, and assist in any additional duties as assigned by the line manager.
Generic professional competencies:
- University degree preferable in agriculture, nutrition, social sciences, development studies or another relevant discipline.
- Minimum 2 years of relevant experience within LFS, ideally from working on coordination or equivalent.
- Demonstrated knowledge and skills in LFS related analysis, Cash and Voucher Programming (CVA), microenterprise business start-ups, savings and financing, and agricultural sector-based programs such as farming, agroecology, agribusiness, soil science, and nutrition.
- Documented results related to the position’s responsibilities.
- Excellent interpersonal and networking skills and the ability to liaise authoritatively with figures from the humanitarian community, local media, local government and army, and other relevant actors, when required.
- Ability to work under pressure, independently and with limited supervision and in compliance with basic security rules.
- Proven leadership skills.
- Good understanding of humanitarian compliance vis-à-vis donors and accountability to donors and affected populations.
- Good external representation skills.
- Highest standards of ethics and integrity.
- Good computer skills: demonstrate knowledge of MS Excel, Word, Share Point, OneDrive, Office 365.
Context/ Specific skills, knowledge and experience:
- Previous experience from working in complex and volatile contexts.
- Fluency in Ukrainian and Russian is essential.
- Good proficiency in English, both written and verbal, is essential.
- Willingness to work in demanding, stressful situations with respect for basic security rules.
- Experience working with humanitarian organizations, the private sector, donors, or international agencies.
- Experience working with vulnerable groups and ability to demonstrate conflict sensitivity.
