The purpose of the Liaison and grants Officer is to support strategic management of relationships with external stakeholders and effective grants management of NRC Bangladesh. ย The position will primarily support the liaison unit to achieve administrative approvals from different government authorities and that enables NRC programming and operations in NRCโ€™s Country Office and Area Offices. In addition, the position holder will also support the grants management of NRC BD which is linked to the government project approval. ย 

Generic responsibilities

  1. Implement NRCโ€™s systems and procedures at area level.
  2. Ensure adherence to NRC policies, handbooks, guidelines, and donor requirements.
  3. Prepare and submit reports and analyses internally and externally as authorized.ย 
  4. Ensure proper filing of all supporting documents.
  5. Contribute to continuously improving internal grant management systems.
  6. Support line manager to develop and maintain overview of all grants, donor requirements, rules and regulations, and internal and external deadlines, including filing of grant documents.ย 
  7. Ensure development and implementation of administrative systems and procedures.
  8. Ensure adherence to NRC policies and the government rules and regulations in all processes and procedures.ย 
  9. Coordinate with relevant stakeholders, partners, suppliers, authorities, lawyers, line Ministries etc.
  10. Systematically build and develop relationships with relevant government agencies.

    Specific responsibilitiesย 

    1. Under the guidance and supervision of Liaison and partnership Co, maintain amicable relations with relevant line ministries, local administrative authorities (DC, UNO etc.) and NGOAB to facilitate the routines operations of NRCโ€™s program.
    2. Support Partnership and liaison coordinator to prepare NGOAB FDs related agreements and project letters (as well as other documentation, including project introductory letters, reporting, other correspondence) and their fulfilment by both NRC and corresponding agencies, in a manner in line with principled humanitarian action, in the best interests of our project participants and our donors.
    3. In collaboration with HR manager and Liaison coordinator submit N-visa, security clearance and work permit application and follow up to the applications to ensure N-visa approval, security clearance and work permits are obtained on time from NGOAB, security officials and immigration departments.
    4. Support and coordinate with NGOAB/DC/UNO Offices on the progress of FDs, audit reports and other project related reports,ย 
    5. Support in arranging meetings and tracking the minutes/decisions in the process of the development and revision of funding proposals, budgets, and donor reports.
    6. Be updated on donor priorities and track and share relevant calls for proposals when possible.
    7. Support to line manager in documenting and analyzingย the learning from proposal and reporting process, and compliance with donor rules and regulations.

  11. At least 1-2 yearsโ€™ experience in government relations and Administration with INGOs and UN Agencies.
