Job Description

Your responsibilities

As a Legal and Procurement Officer you will join Civil Engineering and Services Section in the Procurement Group which is responsible for Civil engineering and renovation contracts, Onsite and offsite services and the Temporary Labour Office.

In this role, you will:

Prepare price enquiries and invitations to tender in accordance with CERN's Procurement Rules and on an international basis;Analyse offers, prepare proposals for adjudications and submit these to the Management;Ensure the preparation, negotiation and follow-up of numerous orders and contracts;Develop and maintain numerous contacts at all levels, within and outside the Organization;Assist procurement officers of the Section with the preparation and review of forms of agreements for civil engineering contracts;Assist procurement officers with issues in contract/agreement lifecycle, contractual problems and providing first- level of legal advice, in particular with regards to law applicable to contractors working on the CERN site (France and Switzerland), and civil engineering contracts;Follow up on contract/agreement interpretation, implementation, performance and enforcement;Draft templates for tender documents and contracts;Draft contractual correspondence for the members of the Procurement Service;Provide legal support in claim settlement; Provide support for the implementation of any other task falling in the responsibility of the Procurement Service.

Your profile

Skills and/or knowledge

Experience in legal and/or public procurement practice, in particular experience in drafting and negotiating contracts, producing opinions related to procurement, contracts;Experience in civil engineering contracts, in particular the FIDIC suite of contracts would be an advantage;Fluent in English (written and spoken), the ability to work in French would be an advantage.

Eligibility criteria:

You are a national of a CERN Member or Associate Member State.You have a professional background in law, economics or engineering (or a related field) and have either: a Master's degree with 2 to 6 years of post-graduation professional experience;or a PhD with no more than 3 years of post-graduation professional experience.You have never had a CERN fellow or graduate contract before.

Contract duration: 24 months, with a possible extension up to 36 months maximum.
