Result of ServiceUNRWA seeks to appoint a Consultant equivalent to the P3 level for a period of 12 months to: โข Define the knowledge, skills, and competencies needed by UNRWA staff and personnel in order to integrate environmental sustainability into the Agencyโs programmes, executive functions, and support operations. โข Document existing capacity against these needs, for staff and personnel in a range of relevant functions. โข Determine attitudinal and behavioural barriers to the greater adoption of environmental sustainability practices in the Agencyโs programme, executive functions and support operations. โข Deliver value for money by leveraging environmental sustainability content, where available, through existing knowledge platforms and the wider United Nations System. โข Establish a formal awareness raising and capacity enhancement programme for UNRWA staff and personnel that equips them to take an active role in reducing the Agencyโs carbon footprint. โข Ensure effective monitoring of the programme, establishing a system to track training delivery and participation, measure impact and facilitate continuous learning. โข Support long-term programme aims through the development of a roadmap in relation to training needs and future actions to ensure the continued integration of environmental sustainability into UNRWAโs programmes, operations and decision-making processes. UNRWAโs increased in-house capacity will be measured by completion rates of training courses by relevant staff and personnel, and through surveys measuring changes in the awareness and engagement of Agency staff. Work LocationUNRWA -HQA Expected duration12 months Duties and ResponsibilitiesThe Consultant will analyze staff development needs Agency-wide in relation to the mainstreaming of environmental sustainability, which is a cross-cutting strategic priority at UNRWA and design or acquire and coordinate the delivery of suitable training content, including training of trainers and e-learning content, to meet the identified needs of staff and personnel at all levels throughout the Agency. Specific outputs / tasks include, but are not limited to: โข Undertake a learning needs assessment that considers, at a minimum: (i) essential knowledge that all United Nations staff and personnel should possess on environmental sustainability; (ii) specific or technical knowledge required by staff and personnel working in particular UNRWA functions (such as administration, facilities management, finance, fleet management, human resources, oversight, and procurement); and (iii) training and awareness raising for senior decision makers. โข Through surveys and other appropriate methods, evaluate the existing capacity of staff and personnel, including senior management, and develop a gap analysis and roadmap that highlight priority areas for training and awareness-raising, including appropriate modalities for the delivery of selected content. โข Acquire existing content and where needed, develop new content to meet the identified priority training, awareness raising and capacity enhancement requirements. This should specifically include a review of the existing UN-wide online, introductory training module โGreening the Blueโ and making it readily available to UNRWA staff, including facilitating its translation into Arabic. โข Oversee the initial rollout of training, capacity enhancement and awareness-raising materials, in coordination with UNRWAโs Senior Environmental Manager and Human Resources Learning and Development coordinator, and in accordance with appropriate staff development policies (International Development Policy and Area Staff Development Policy). โข Develop a monitoring framework to record training delivered during the assignment and enable the updating of training records by UNRWA Human Resources and / or Environmental Sustainability personnel after the consultancy assignment is complete. โข In consultation with the SMART Project Coordinator, administer the allocated budget for environmental training, development and awareness raising activities, and monitor the allocation and use of funds, ensuring efficient utilization of the available resources to best meet the identified needs. โข Develop various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, statistics and reports, as required. โข Prepare a comprehensive close-out report that summarizes key findings, completed activities, and priority training and awareness raising actions that the Agency should pursue beyond the term of the consultancy. โข Share relevant observations and recommendations on staff training with environmental and human resources counterparts, including the Environmental Sustainability Consultant (Institutional Review), who will undertake concurrent activities, also under the UNRWA-SMART Project. โข Perform other relevant duties as may be assigned by the supervisor. Qualifications/special skillsโข Advanced university degree (Master or equivalent) from an accredited educational institution in: (i) public or business administration, human resources management, adult learning, instructional design, educational technologies, relevant social sciences or related discipline; with additional formal training in environmental sustainability; OR (ii) environmental sustainability management, with additional formal training in adult learning, instructional design, educational technologies or a related discipline. In either case, an initial degree (bachelor or equivalent) plus two additional years of experience may be accepted in lieu of a post-graduate degree. โข At least five years of progressively responsible relevant experience in staff training and staff development, training policy development and implementation, learning management systems and adult learning, of which at least two years should be in training and staff development related to environmental sustainability. โข At least two years of international relevant experience outside of the candidateโs home country, a country of which the candidate has citizenship, or a country in which the candidates maintain permanent residence. โข Sound knowledge and experience covering the full learning cycle, including instructional/learning design, development (online, face-to-face, and blended etc.), delivery, evaluation and re-development. โข Sound knowledge of environmental sustainability concepts, including climate change, energy efficiency, natural resource management, circular economy, pollution prevention, waste minimization, sustainable procurement and environmental reporting frameworks. LanguagesExcellent oral and written communication skills in English. Excellent oral and written communication skills in Arabic are highly desirable. Additional InformationThe Learning and Development Consultant will be employed full-time for an initial period of 12 months. The duty station for this position will be UNRWA Headquarters in Amman, Jordan. Remuneration will follow the UN international salary scale, with a P3-level salary of US$ 6,647 per month, which is US$ 79,764 per year (all-inclusive).
