Description

LCNS Space Segment Manager in the Moonlight/LCNS (Lunar Communication and Navigation System) Programme in the Directorate of Connectivity and Secure Communication (D/CSC).

You will functionally report to the Moonlight Programme Manager and hierarchically to the Partnership & Opportunity Satellite Programme Manager. You will be responsible for the management of the overall Space Segment activities and associated launch services of the Moonlight/LCNS Partnership Project.

You will manage the cross-functional and cross-directorate joint Space Segment team in the D/CSC and the Directorate of Navigation (D/NAV), as well as further technologies and product activities relating to the Space Segment. You will liaise closely with the LCNS System Manager, the LCNS Ground Segment Manager and the Directorates of Operations (D/OPS) and Technology, Engineering and Quality (D/TEC), and will coordinate closely with industry teams on the LCNS Project.

Duties

Your tasks and responsibilities will include:
โ€ข managing the cross-functional and cross-directorate joint LCNS Space Segment Team;
โ€ข managing the adaptation and development of the Space Segment, including platforms, communications and navigation payloads, launch services and lunar user terminals, as well as qualification, verification and further Space Segment technologies, product activities and support products;
โ€ข acting as the focal point for the follow-up of industrial activities, including industry level reviews, in relation to the Space Segment;
โ€ข assuming responsibility for Space Segment requirements and specifications, design drivers, technical and performance indicators and operational concepts, including the FDIR (Fault Detection, Isolation, and Recovery) strategy, and ensuring their alignment with the system requirements and specifications;
โ€ข managing the Space Segment engineering aspects, such as COM and NAV payload performance, budgets, margins and internal and external Space Segment interfaces;
โ€ข managing the Space Segment manufacturing, assembly, integration, launch campaign and verification and on-ground pre-validation activities with an emphasis on the end-to-end performance;
โ€ข supporting the System Manager for service and system operational requirements and interfaces, design drivers, launch services and operational and performance indicators;
โ€ข ensuring the coherence of the Space Segment with the security-related aspects and requirements, coordinating with the project-nominated PSSO (Project/System Security Officer), the contractor and the external stakeholders, as well as supporting the successful conduct of the internal ESA security certification process;
โ€ข supporting the end-to-end system integration, testing and service validation in coordination with the System Manager and Ground Segment Manager, including COM and NAV chain aspects;
โ€ข assuming responsibility for the evolution of the Space Segment beyond the in-orbit verification and validation of the first elements, paying due attention to its operational significance for ESA and partner missions and commercial service provision cost-effectiveness;
โ€ข supporting the industry tailoring and leading the subsequent application of Space Segment-related ECSS, international and industry standards;
โ€ข ensuring close cooperation on all satellite-to-launcher interface activities, including potential ESA-provided launch or rideshare activities;
โ€ข ensuring close coordination and support with other project functions, such as LCNS system- and segment-level reviews, PA&S and security activities;
โ€ข technical responsibility for Space Segment anomaly-handling, NRBs, the NCR process and RFDs/RFWs, among other things, in close coordination with all other relevant disciplines, notably under the coordination of the PA&S Manager;
โ€ข supporting the Moonlight Programme Joint Management Team (JMT) for R&D activities complementary to Moonlight, as well as interoperability and standardisation, for example;
โ€ข proactive monitoring of relevant schedules, identifying risk and problem areas, providing assessments and proposing mitigation actions from industry and on the ESA side;
โ€ข ensuring the completion of the Space Segment within schedule, specifications and cost;
โ€ข identifying, leading and efficiently coordinating specialised engineering support from the Directorates of Operations and Technology, Engineering and Quality in the appropriate areas of competence;
โ€ข regular and ad hoc reporting to the Programme Manager;
โ€ข supporting other activities of the Department as required and relevant to your experience.

Education

A master's degree in a relevant engineering discipline is required.

Direct experience of working with a commercial telecommunications company and operator will be a distinct advantage.

Experience in Public Private Partnership projects would be an asset.

Previous experience of managing managers and multiple teams is an asset, as is international experience, i.e. outside your home country, as well as experience in various functional areas relevant to ESA activities.

The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset.
