Background LATS supports member states to achieve agricultural transformation and inclusive economic growth through improved land and agricultural policies and strategies. In particular, LATS intervened through generating and disseminating knowledge; advocacy and raising awareness; technical and advisory services and capacity strengthening to design and implement policies and strategies in strategic areas. The key interventions undertaken by the LATS as per ECAโ€™s mandate were related to: โ€ข Enhance knowledge generation and disseminate best practices and tools to address challenges that agrifood systems transformation; โ€ข Promote advocacy for common positions, policy, legal and institutional reforms; and โ€ข Provide technical assistance and develop capacity. In addition to the above, ALPC ( transitioned from LPI), has been instrumental in the development of the Framework and Guidelines on Land Policy in Africa (F&G). The F&G is a tool availed by LPI to AU Member States and non-state stakeholders to facilitate the development and implementation of comprehensive, inter-sectoral and inclusive national land policies that foster economic growth and secure livelihoods of African people. The F&G was subsequently adopted by the African Ministers responsible for land in April 2009 and further endorsed by African Heads of States and Government through a Declaration on Land Issues and Challenges in Africa during the 13th Assembly of the African Union in July 2009. The ALPC is currently in the second phase of its activities which focuses on assisting member states to implement the AU Declaration on Land Issues and Challenges in Africa in accordance with the F&G. The ALPC continues to focus on the strategic objective to โ€œDevelop and popularize the use of learning and knowledge management tools to facilitate evidence-based land policy making and implementationโ€. By providing the appropriate platform for dialogue, lessons learning and experience sharing, the biennial Conference on Land Policy in Africa contributes to the attainment of this objective. Closely related to this activity will be the publication of a Journal on Land Policy in Africa. The Journal will be published singularly by the ALPC in conjunction with a selected African academic institution. The inaugural issue and alternate annual issues of the Journal would publish the proceedings of the Conference. KEY RESPONSIBILITIES Under the overall guidance of the Coordinator of the ALPC, and in close collaboration/supervision of the Associate Programme Management Officer the Programme Assistant will perform a wide range of office management, administrative, and logistical support functions related to implementation of the programme of the African Land Policy Center (ALPC). I. Major duties and responsibilities - Provides assistance in support of planning and implementation activities - Assists in the preparation and analysis of ALPC and LATs budget proposals; - Organize Meetings and conference in particular Conference on Land Policy in Africa - Prepare Budget Monitoring Expenditure for financial authorizations prior to expenditures. - Process recruitment of consultant and update consultant management matrix - Process publication and translation of documents - Process and follow-up on administrative actions and resolve issues related to project implementation, e.g. recruitment and appointment of personnel, travel plan, authorization of payments, procurement of equipment and services, etc. - Prepares, maintains and updates files (electronic and paper) and internal databases; - Drafts correspondence and communications related to all aspects of project administration, work plan and budgets, revisions and other related issues, - Performs other duties as assigned and work as a team. Qualifications/special skillsFirst level university degree is required in Human resource Management, Business or Public Administration, Marketing, or related fields 8 years of experience in area of Administration LanguagesEnglish and French are the two working languages of the United Nations Secretariat.
