Result of ServiceDevelopment of Knowledge sharing platform Work LocationKigali Expected duration2months Duties and ResponsibilitiesBackground The UN Secretary-Generalโs Development System reform, effective since 1 January 2019 (General Assembly resolution 71/243), has repositioned the UN Development System to more effectively support Member States in achieving the 2030 Agenda for Sustainable Developmentโadvancing dignity, prosperity, peace, and sustainability on a healthy planet. General Assembly resolution 72/279 further mandated the strengthening of a new generation of UN Resident Coordinator Offices (RCOs), under the leadership of an empowered Resident Coordinator (RC), the highest-ranking representative of the UN Development System at country level. Within this reformed architecture, the RC system has introduced new frameworks, instruments, tools, and platforms to improve coordination, enhance accountability, and ensure transparency of the UNโs collective support to national development priorities. The RCO acts as a knowledge and coordination hubโa one-stop entry point for the UN Country Team (UNCT), Government counterparts, development partners, academia, civil society organizations, and other stakeholders seeking information on the UNโs contributions to the 2030 Agenda at country level. Duties and Responsibilities The consultant will lead the design, development, and initial roll-out of the knowledge platform that will a) serve as a centralized repository for UNCT knowledge products, strategies, and analytical outputs; b) ensure transparency, accessibility, and systematic archiving of information; c) streamline workflows for document management, publication, and reporting; d) support evidence-based decision-making and policy dialogue with Government and partners; and, e) enhance visibility of the UNโs collective contributions to Rwandaโs development agenda. The consultant will undertake the following tasks: 1. Needs Assessment โข Design and administer a survey and/or conduct key informant interviews with UNCT members and RCO staff to identify priority knowledge management needs and existing gaps. โข Consolidate findings in a structured report to inform the platformโs architecture and functionalities. 2. Desk Review of Knowledge Products โข Review all key UNCT outputs and knowledge products produced between 2022โ2025 (e.g., reports, strategies, policy briefs, evaluations). โข Assess volume, frequency, format, hosting platforms, topics, and metadata quality. โข Map publication workflows to understand current practices and bottlenecks. 3. Database Development โข Develop a comprehensive, structured database that consolidates reviewed knowledge products. โข Ensure the database architecture is adaptable, scalable, and can serve as the backbone of the knowledge platform. 4. Technical Proposal for Platform Design โข Draft a technical proposal for the knowledge platform, tailored to Rwanda UNCT needs. โข Include recommendations for hosting (cloud vs. local), user access levels, metadata standards, interoperability with existing UN systems, and sustainability measures. โข Specify mechanisms for metadata tagging, thematic categorization, version control, and periodic updates. 5. Data Integration and Visualization โข Recommend and, where possible, deploy tools compatible with MS Power BI or similar software for automation and visualization. โข Develop a prototype dashboard to showcase knowledge products by theme, year, agency, or other relevant parameters. 6. Knowledge Transfer and Capacity Building โข Deliver on-the-job training for RCO colleagues on database use, updating, and dashboard navigation. โข Develop Standard Operating Procedures (SOPs) or guidance notes covering data workflows, quality assurance, and reporting protocols. 7. Quality Assurance and Final Deliverables โข Conduct regular data quality reviews during the consultancy. โข Deliver a final report summarizing: o Achievements against objectives o Challenges and lessons learned o Recommendations for sustainability and long-term maintenance o Handover guidance for RCO staff, including stakeholder engagement strategies The consultant will work under the direct supervision of the RCO Economist, in close coordination with the Associate Development Coordination Officer - Programmes Communications and Advocacy, within the Resident Coordinatorโs Office in Kigali. Qualifications/special skillsA recognized first level university degree in Data Analytics, Statistics, Economics, Computer Science, or related field is required. A graduate degree in a related field would be considered an asset. A minimum of 4 years of professional work experience in data analytics, data cleaning, and/or general SDG data experience is required. Demonstrated proficiency in Power BI dashboard design and data visualization is required. Advanced computer literacy, including proficiency in MS Office applications, email/internet, database management, and office technology along with strong analytical, writing, and communication abilities are required Familiarity with the 2030 Agenda, SDG related processes and knowledge of the UN system and its mandate is desired. Self-motivated, capable of working independently, and skilled at meeting tight deadlines is desired. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
