The MOPAN Secretariat is looking for a self-starting Junior Policy Analyst to join its Insights and Mid-Term Reviews Unit. This is an exciting time for MOPAN as it starts implementing its new mid-term Strategy 2025-32, which positions the Network to innovate to deliver greater impact.
The successful candidate will directly contribute to the planning, design and delivery of two new products:
- Mid-Term Reviews (MTRs) of MOPAN assessments
- MOPAN Insights: thematic studies building on the evidence generated by MOPAN assessments.
And will also contribute to the in-house preparation of:
- MOPANโs flagship biennial report synthesising findings on multilateral performance.
The Junior Policy Analyst will also support, as required, other MOPANโs โmission-criticalโ activities, to enhance impact, including governance, engagement and communications work.
The role requires a good knowledge of the multilateral system and ongoing multilateral policy developments, as well as strong organisational, analytical and communication skills. The post holder should have experience of producing high-quality written materials tailored to specific audiences and of coordinating between multiple stakeholders.
Job Description
Main Responsibilities
MOPAN Insights
Insights are topical studies that provide comprehensive performance evidence to MOPAN members and other multilateral stakeholders on cross-cutting topics related to multilateral performance. They will also provide a rich source of learning regarding shared challenges and trends. Insights will build upon the evidence base provided by MOPANโs assessments and relationships with multilateral organisations, generating unique, system-wide insights to support evidence-based multilateral policy and dialogue. 2 Insights will be initiated in 2025-26: on global health and on humanitarian action. A third insight is in progress on Preventing Sexual Exploitation, Abuse and Harassment (PSEAH) in international financial institutions (IFIs).
The post holder will:
- Under the guidance of the Senior Adviser and other lead authors, contribute to planning, designing and delivering 2 Insights (PSEAH in IFIs and one of Global Health or Humanitarian), in collaboration with MOPAN Secretariat staff, service providers, MOPAN members and multilateral organisations. This work will involve supporting the design of appropriate methods for data collection and identifying relevant stakeholders and independent experts.
- MOPANโs flagship biennial report synthesising findings on multilateral performance.
- Provide research and analysis to form the basis of the Insights on PSEAH in IFIs. This will include inter alia mining and analysis of performance data and information from MOPAN assessments, desk-based literature reviews and interviews.
- Coordinate the internal and external peer review process, including the collection and critical assessment of feedback, and integrating revisions into final outputs.
Mid-Term Reviews (MTRs)
Mid-term reviews will follow-up on MOPANโs assessments to examine how key issues identified in the assessment and the management response have been addressed. This follow-up will help ensure MOPAN members and other stakeholders have access to timely performance information in line with their needs and priorities and demonstrate MOPANโs contribution to accountability and learning. MOPAN aims to initiate and pilot mid-term reviews for 2 organisations in 2025-26, for the African Development and the World Bank (IBRD and IDA).
The post-holder will:
Under the guidance of the Senior Adviser, contribute to developing a standardised approach, methodology and process for producing MTRs, in consultation with MOPAN Secretariat staff and MOPAN members, including the identification of efficient methods for consultation.Coordinate the process of the first MTR, developing report templates and ensuring timeliness, quality and good collaboration with internal and external stakeholders in delivering each step.Undertake relevant research and analysis to contribute to the MTR. This will involve collecting data through documentary review and interviews with relevant stakeholders and analysing data to produce findings relevant to the objectives of the MTR.Contribute to the drafting and dissemination of findings.Biennial Flagship Report
MOPAN will publish its inaugural flagship synthesis report in 2026. The report will examine multilateral performance trends emerging from MOPANโs organisational assessments and Insights, with additional research if needed and an overall approach, methodology and process will be developed in the course of 2025. The thematic focus of the first flagship report will be discussed and agreed with MOPAN members in the Autumn of 2025.
The post-holder will provide inputs to inform the report, based on their other work mentioned above. They will also provide research support the Senior Adviser and PAL 3 Junior Policy Analyst with relevant research and analysis as needed
Other tasks:
Support the Secretariatโs engagement with MOPAN members and public communications work to enhance its visibility and impact. This may involve contributing to background papers, preparing presentations, drafting articles and social media posts.
Qualifications
Ideal Candidate Profile
Academic and Professional Background
An advanced university degree in international affairs/relations, development, political science, public administration, economics or other related fields. Experience of academic research as part of the curriculum would be an advantage.A minimum of two years of relevant experience in an organisation working in the field of international affairs, for instance international development cooperation or humanitarian aid.Experience in research, including desk-based reviews, interviews and surveys, with the proven ability to identify methodological approaches for emerging areas of work, analyse complex sets of data and translate technical information into clear, concise and policy-relevant messages.Some experience in data management and data visualization would be an asset.Familiarity with policy themes relevant to international cooperation (e.g. international aid, fragility and conflict, global health, inequalities and social inclusion amongst others) would be an advantage.Familiarity with issues related to multilateral effectiveness would be an advantage.Skills
