ORGANIZATIONAL CONTEXT
Syria has been experiencing a prolonged crisis since 2011, severely damaging its economy and social fabric. Currently, almost 33 percent of the people in need of humanitarian assistance in 2024 are internally displaced persons (IDPs) and out of the 7.2 million IDPs, 5.5 million are in need of humanitarian assistance.
The 2024 Humanitarian Needs Overview (HNO) states that around 15.5 million people (66 percent of the population) need food, livelihood support, agricultural assistance, or assistance from national safety nets. At least 12.9 million people are in need of food assistance, including more than 2.1 million who live in camps and a further 2.6 million are at risk of food insecurity. The main causes are the prolonged crisis, economic collapse, eroding purchasing power, the impacts of the Coronavirus disease pandemic, and an earthquake, these pre-exiting effects compound with recent crises including influx from Lebanon, internal displacements following ongoing change in control coupled with dwindling humanitarian funding further exacerbates food insecurity and strains livelihoods.
As a response to this situation, the World Food Programme (WFP) has developed an interim country strategic plan (iCSP) that addresses the growing food and nutrition needs, livelihood deterioration, and the collapse of food systems. The iCSP began implementation in January 2022, drawing from WFP's experience and lessons learned and collaborating with humanitarian and development stakeholders.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Logistics Officer (Commodity Accounting) sits in the Supply Chain unit of the Syria Country Office and centrally manages LESS (WFP specific commodity accounting tool) for all WFP offices in Syria, overseeing all commodity accounting transactions. Key duties include monitoring LESS, Provision of technical support to the staff and users of LESS. Close coordination of all commodity accounting activities in CO and provide technical expertise, reporting of food movement to management and donors.

Number of required employees: 1ACCOUNTABILITIES/RESPONSIBILITIES:
1. Contribute to the development and implementation of logistics plans, processes, and day to day activities in compliance with WFP standards, IPSAS guidelines, and wider logistics policies.
2. Support logistics projects and emergency preparedness, acting in assigned response capacities to ensure rapid deployment of food and resources during crises.
3. Collect and analyze operational and financial data, conduct budget reviews, and recommend actions to optimize the use of available funds.
4. Standardize and oversee FTC management tasks, including budgeting, forecasting, reconciliations, and monitoring of the FTC, ensuring compliance with official procedures and cost effectiveness.
5. Supervise proper recording of commitments in WINGS, including services and goods receipt acknowledgements, invoice processing, and โReleasesโ as required.
6. Ensure the implementation of ITS, LIPS, and LESS systems for invoice tracking and processing, and strengthen FTC funds/expenditure tracking systems at CO level.
7. Ensure accurate funds tracking during project closure and resource transfers, minimizing shortfalls and surpluses.
8. Contribute to the preparation of project documents, funding proposals, fund status reports, and other required documentation.
9. Update and implement Standard Operating Procedures (SOPs) for effective FTC and logistics funds management.
10. Monitor budget utilization and expenditure trends, ensuring alignment with approved allocations and flagging potential overruns or under utilization.
11. Support the preparation of donor financial reports, ensuring accuracy, timeliness, and compliance with donor requirements.
12. Strengthen internal controls by reviewing financial transactions, verifying supporting documentation, and ensuring adherence to WFP financial rules and regulations.
13. Provide financial analysis and advice to management on cost efficiency measures, resource optimization, and risk mitigation strategies.
QUALIFICATIONS & EXPERIENCE REQUIRED:Education:
Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.
Experience:
With a masterโs degree: At least one (1) years of professional experience, or a bachelorโs degree with at least three (3) years in Supply chain, Finance or Accounting. Experience using SAP systems and DOTs is an advantage.
Languages:
Fluency in both oral and written communication in Arabic and English.
