The UNDP Junior Professional Officer (JPO) Programme:
The UNDP (United Nations Development Programme) JPO Programme equips outstanding young leaders with the skills and experience required to advance the Sustainable Development Goals (SDGs) and make a positive difference in the world. As a pathway into the world of development, the programme offers young professionalsโ excellent exposure to multilateral cooperation and sustainable development while providing a valuable entry point into the UN system.
During their assignments, JPOs benefit from the guidance of experienced UNDP staff members and are actively involved in supporting the design and implementation of UNDPโs programs within UNDPโs headquarters, regional or country offices. Additionally, the JPO will undergo a journey of exposure and growth which will build both personal and professional capacity for a career within the multilateral development sector.

The JPO will work as part of a team and be supervised by an experienced UNDP staff member, including:
- Structured guidance and feedback, especially in the beginning of the assignment, with the purpose of gradually increasing of responsibilities
- Establishment of a work plan, with clear key results based on KPI agreed in advance
- Guidance and advice in relation to learning and training opportunities within the field of expertise
- Completion of the yearly UNDP Annual Performance Review (APR) including learning and development objectives

Background
The Programme Analyst will be part of UNDP Algeria Country Office (CO) team and will work with the Resident Representative (RR) and the Senior Management Team (SMT) to support overall programme development as well as its successful implementation with a particular focus on the Nature, Climate and Energy (NCE) thematic priority. The incumbent will contribute to development of innovative partnerships, drafting of high-quality reports and applying results-based management corporate guidelines.
The climate change is a priority expressed in the Algerian Constitution adopted in December 2020 and the National Government Plan adopted in September 2021. UNDP is supporting the government within line with UNDPโs 2022-2025 Global Strategic Plan, and UNDPโs Algeria CPD for the 2023-2027, which will further support national priorities in the fields of nature/ protection of biodiversity, climate change and transition/ renewable energies.
- The third national communication and national reporting for 2024; Considering the successful work on the National Report with regards to establishing the first report on national inventory of GHG, the government has renewed its interest towards having the 4th national report as well as establishing a national inventory system of GHG.
- A Climate Change Adaptation Public Policy and investment plan funded by the Green Climate Fund (grant).
- The elaboration of a framework law to support the countryโs energy transition and energy mix models (without being exhaustive, it will set standards, benchmarks and monitoring frameworks, clarify institutional roles and responsibilities, facilitate private investment in the energy transition sector, etc.);
The SMT is part of functional structure that supports the RR to leverage development impact through implementation of the Country Programme Document (CPD) 2023-2027, building & maintaining strategic partnerships with national, bilateral, and multilateral development partners, ensuring effective implementation of oversight and accountability and effective communications.
The UNDP Country Office in Algeria has been working to positioning UNDP as an increasingly effective partner for the Government of Algeria in the efforts towards achieving sustainable development goals. To do this, as articulated in UNDP CPD 2023-2027, UNDP is working across three pillars: Nature Climate Energy; Inclusive Economic Growth; Democratic Governance. Innovation, development finance, and equal and ethical digital solutions are integrated across the UNDP programming and operations.
Duties and Responsibilities
Under the overall guidance of the Resident Representative, the programme analyst provides substantive support to strategic planning process and activities in close collaboration with other teams in producing successful results.
1. Technical support to the promotion of SDGs in coordination with relevant Programme Units:
- Provide technical contribution in one or several of the following Nature Climate Energy (NCE) themes: nature, climate and /or energy such as: 4th national communication; integrated waste management; bio finance, energy, and water.
- Provide substantive support to the development of strategic partnerships with national, bilateral, and multilateral development partners as well as any other relevant organization on the NCE portfolio.
- Keep abreast of global developments of the SDGs, including outcomes of the SDG Summit and related national commitments, SDG Localisation, SDG Impact Investment, UNDP Accelerator Labs and to provide relevant and timely knowledge services to the senior leadership
- Support UNDPโs role in implementation of the UN Reform in Algeria through contribution to thematic groups and other emerging joint programming priority areas with a focus on the NCE portfolio.
- Provide technical inputs through concept notes and project proposals to support senior managementโs efforts to develop new and innovative partnerships.
- Provide technical support to programme managers for the preparation of high quality and timely donor reports as required on the NCE portfolio.
- Coordinate with Programme and Operations teams to ensure timely collection of information and preparation of results-based reports.2
2. Support effective strategic partnerships, advocacy, and quality assurance
- Contribute to the follow-up and implementation of the CPD 2023-2027 through monitoring and analysing partnership trends and updating oversight corporate systems with a focus on the NCE portfolio.
- Support the NCE teamโs advocacy, networking, and partnership efforts as well as the development of targeted products and initiatives to mobilize programmatic resources and attract additional donorsโ funding to address the CPDsโ priorities and funding gaps.
- Provide technical inputs to the CO management in the preparation of missions, meetings, and other consultations with donors, including the preparation of notes, briefs, and other materials.
- Provide inputs to the drafting and oversight/review of partner-specific financial agreements ensuring compliance with corporate standard.
- Review and analyse donor and evaluation reports to compile key results and achievements as well as identify risks and issues related to partnership development and programme effectiveness. Support the development/follow up/update of the Partnership and Communications Strategy and Action Plan (PCAP) for the Algeria Country Office and contribute to its implementation
3. Contribute to knowledge management and capacity development efforts within the CO
- Contribute to the development of knowledge products and mechanisms to effectively position UNDP in country, in the region and globally, wherever possible.
- Share knowledge and enhance organizational learning among UNDP CO, and with the regional office through the development and use of on-line tools, templates, tips, mechanisms, and guidelines.
- Research and analysis of relevant thematic areas and contribute to exchange of expertise between international partners and Algerian partners.
- Identify and document best practices and lessons learned directly linked to the partnership development and resource mobilization for further wide sharing.
- Provide contributions to knowledge networks and communities of practice (CoPs), including CoP on Resource Mobilization as required.

Required Skills and Experience
Education
- Masterโs degree or equivalent in international affairs, economics, development studies or a related area
Work experience
- A minimum of two years of paid working experience in a relevant field of expertise
- Knowledge of development contexts preferably in the Arab States and North Africa Region is an asset
- Proven partnership and communications experience with multiple stakeholders, preferably in a multilateral context
- Knowledge of global development and Agenda 2030/ SDGs and familiarity with UNDPโs mandate
- Experience with development of partnerships and engagement strategies is an asset
- Strong organizational skills and discipline in stewarding donor information and database records
- Adherence to the highest ethical standards.
Languages and other skills
- Strong written and spoken skills of French and English
- Knowledge of Arabic is an asset.
- Excellent computer skills and ability to use information technology as a tool and resource is an asset
