Background

Ship to Shore Rights South East Asia (S2SR) is a multi-country, multi-year programme on labour migration focused on the fishing and seafood processing sectors in the South East Asia region. It is an initiative of the European Union (EU) and the United Nations (UN) and is implemented by the ILO in collaboration with IOM and UNDP.

The programme delivers technical assistance and support, with the overall objective of promoting regular and safe labour migration among South-East Asian countries. The programme addresses the specific characteristics of work in the fishing and seafood processing sectors as well as the barriers and risks present in the labour mobility system, which can lead to unsafe migration, decent work deficits, labour rights abuses and forced labour.

S2SR supports programming in Thailand, Cambodia, Myanmar, Lao Peopleโ€™s Democratic Republic, Indonesia, Philippines and Viet Nam and will promote multi-country cooperation in the region. It engages with current, potential and returning migrant workers in fishing and seafood processing sectors, as well as their families and communities. The programme works with government authorities, workersโ€™ organizations, employers and recruitment agencies, civil society organizations and community-based organizations to achieve three inter-linking specific objectives:
1) Strengthen the legal, policy, and regulatory frameworks related to labour migration and labour standards, focusing on the fishing and seafood processing sectors in South East Asia.
2) Protect labour rights and promote safe and secure working environments for all migrant workers from recruitment to post-admissions and end of the contract.
3) Empower migrant workers, their families, organizations, and communities to promote and exercise their rights.

The programme strategy mainstreams six key cross-cutting strategies within its interventions: workersโ€™ voice and agency, rights-based approach, gender, broad engagement of stakeholders, trafficking in persons and other transnational crimes, marine resources conservation and sustainability.

Assignment

The intern will provide support to ILO national and regional S2SR programme activities aimed at strengthening labour migration governance, including provision of direct support services to migrant workers, capacity building of stakeholders, policy and legislative development, communications and advocacy, and the publication of empirical research studies. This work will be carried out under the supervision of the S2SR Chief Technical Advisor and Technical Officer at the ILO Regional Office for Asia and the Pacific. The specific work to be completed under the assignment will be decided in consultation with the prospective intern based on his/her areas of interest and expertise.


The main tasks include, but are not limited to:
1) Providing assistance to S2SR programme staff in developing and implementing various projects, including drafting of TORs, developing training tools, revising draft reports and finalizing publications.
2) Supporting the monitoring and evaluation of the S2SR programme, including supporting data collection from partners, drafting of case studies and contributing analysis for reports.
3) Assisting with the preparation of proposals to donors for technical cooperation projects on labour migration governance and decent work.
4) Drafting, editing and proof-reading of content for the S2SR and ILO websites, including updates on activities, articles and briefs, and content for social media and other communication products as required.
5) Developing and editing of presentations for delivery by S2SR programme staff.
6) Preparing materials and providing support for S2SR workshops and meetings organized.
7) Other tasks as required.

Education

Enrolment in the final year of a postgraduate degree programme (such as a masterโ€™s programme or equivalent) in a recognized university, school, similar institution or related vocational programme or having completed such degree programme in human rights, public policy, economics, international relations, law or business in the year preceding the application.

Experience

Relevant work experience in the field of international development is considered an asset.

Additional skills:

Knowledge or experience in thematic areas of labour migration, work in the fishing and seafood processing sectors, gender equality and womenโ€™s empowerment, and labour rights protection are considered an asset.

Languages

Fluent knowledge in the English language, both oral and written, is required. Proficiency in any other South-East Asian language is considered an asset.

Competencies

Adaptable to an international, multi-cultural and multilingual environment, good communication skills and be able to work in a team.

Selection process:

Stipend:

As an intern in the field, you will receive a monthly stipend from the ILO based on the cost of living in the area of the duty station, unless you receive funding through another institution (for example your university or a foundation). If you receive partial funding, ILO will cover the difference to ensure you receive the appropriate stipend per month. Your travel to the duty station will be at your own expense.

Insurance:

Please note that the ILO does not take responsibility for any costs arising from accidents and/or illness incurred during the internship. You will be responsible for your own insurance coverage for illness and accidents for the duration of the internship at the duty station (whether Geneva or the field).
