The Position:

Under the direct supervision of the UNFPA Representative, the International Programme Coordinator (IPC) plays a leading role in the formulation, coordination, and management of DPRK Country Programme implementation, monitoring, and evaluation. This includes ensuring the integration of population, sexual and reproductive health, youth, and gender dimensions in the broader development agenda. The IPC contributes to strengthening the Country Office's capacity to deliver quality programmes and engages national counterparts, bilateral and multilateral donor agencies, development partners, and other stakeholders to facilitate the delivery of the country programme.

The position is based in Pyongyang, DPRK.

Job Purpose:

The IPC will contribute to expanding the range of UNFPA deliverables in DPRK within the ICPD and 2030 agenda, in collaboration with national stakeholders and will contribute to the management of UNFPA programme activities in the areas of population and development, sexual and reproductive health and gender including in humanitarian situations. The IPC will support the Representative and contribute to UN system coordination through participation in inter-agency policy dialogue, providing inputs into joint common system initiatives, and representing UNFPA in government-led thematic initiatives as needed.

You would be responsible for:

Programme Management and Coordination:

Facilitate the achievement of programme results by identifying, providing, and coordinating inputs into programme development and implementation across programme areas. Ensure programme monitoring and oversight, and coordinate and evaluate the inputs of consultants and technical experts. In collaboration with the Operations Manager, coordinate the annual work planning and results reporting process for the country programme, ensuring efficient and effective use of resources in compliance with UNFPA financial rules, regulations, and procedures. Promote a results-based approach, integrating innovative policies and strategies into the design and formulation of UNSD cooperation framework, country programme, and projects. Ensure programmes are responsive to the countryโ€™s needs in areas of UNFPAโ€™s strategic priorities. Support the Country Office in leveraging environmental scans and resource mobilization and partnership analyses, using strategic entry points to strengthen all aspects of the ICPD PoA and UNFPA mandate at the programme level. Promote knowledge sharing and continuous learning, including testing, evaluating, and documenting innovative strategies and best practices internal and external to UNFPA, and integrating these as appropriate into UNFPA programme design. Oversee the planning and implementation of mandatory programme evaluations and provide strategic guidance and technical support to programme monitoring and evaluation studies, and other relevant research undertakings. Support the Country Office in conducting policy dialogue with the Government, UN, and other development partners to incorporate UNFPAโ€™s priorities and agenda into national plans and strategies, and UN systems, initiatives, and development frameworks. Coordinate and participate in UN-wide and development partner discussions on SDGs and represent UNFPA in inter-agency meetings, ensuring smooth cooperation with other UN agencies in DPRK.

Technical Support and Capacity Building:

Support the Representative in positioning UNFPA as the leading UN Agency on sexual and reproductive health and population and development in DPRK. Ensure compliance of programme implementation with UNFPA corporate technical and programme policies and guidelines. Assess implications of new policy developments and strategies on programme execution and ensure their integration as relevant. Assess national-level technical assistance needs in substantive programme areas and coordinate and lead capacity development activities to enhance the skills and capacities of government personnel from Health, Statistics, and other relevant ministries. Develop institutional capacities of ministries in undertaking surveys, policy, programmatic research assessments and studies, censuses, and data management as 'Centers of Excellence'. Facilitate the development of educational institutions, specifically in midwifery and demography, to international standards in collaboration with the Ministry of Education. Provide technical guidance and notes on policy reforms related to the ICPD, including population and sustainable development. Ensure the analysis and synthesis of substantive trends, emerging needs, and research findings in the country to produce new, cutting-edge technical knowledge.

Partnerships and Advocacy:

Support the Representative in conducting policy dialogue with the Government, UN, and other development partners to incorporate and position UNFPAโ€™s priorities and agenda into national plans and strategies, and UN systems, initiatives, and development frameworks. Participate in UN-wide and development partner discussions on SDGs and represent UNFPA in inter-agency meetings, ensuring smooth cooperation with other UN agencies in DPRK. Maintain collaborative relationships, promoting strategic partnerships and alliances with counterparts in government, multilateral and bilateral donor agencies, and other stakeholders to address emerging issues, and effectively influence diverse stakeholders to contribute to achieving UNFPAโ€™s mandate. Support advocacy and resource mobilization efforts of the Country Office by ensuring the preparation of relevant documentation, such as project summaries and funding proposals, conference papers, speeches, and donor profiles, and participating in related meetings with the government and other stakeholders. Translate global strategies into country-specific advocacy strategies, including creating and delivering evidence-based advocacy messages to promote UNFPAโ€™s programme goals, considering political and social sensitivities. Carry out any other duties as may be required by the Country Representative.

Qualifications and Experience:

Education:

Advanced university degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management or other related social science discipline.

At least 7 years of progressively responsible professional experience in programme management and/or development, including project designing, appraisal and management, relevant to population and development activities Demonstrated ability to refine programme design to ensure alignment of organizational programme objectives to national priorities/capacities. Proven ability to lead and manage teams to achieve demonstrable results. Excellent written and oral communication skills to foster engaged partnerships at a high level of representation and to maintain political partnerships. Field experience and prior experience in the UN system is an asset.
