As part of IBG/CEP Programme efforts to enhance border stabilization and security, the IOM Project on โStrengthening Community Policing Activities and Border Security Systemโ aims to build community resilience, improve border management, and strengthen law enforcement capacity to support peace and stability in Northern Mozambique. This action will be accomplished by 1) establishing adequate structures within the communities that link to law enforcement, creating a two-way channel of information sharing; 2) ensuring law enforcement officials engage positively with communities and have the trust of communities; and 3) providing adequate infrastructure for police stations and border crossing points to improve operational capacity and security.
Under the overall supervision of the Programme Manager (IBG/CEP) and direct supervision of the Programme Officer (IBM/CEP), the Consultant will support IOM IBG/CEP to ensure the implementation of activities under the Project on โStrengthening Community Policing Activities and Border Security Systemโ.
The purpose of this consultancy is to support the implementation of key structural and operational under the CEP program, focusing on improving community feedback mechanisms, building the capacity of law enforcement, enhancing problem-solving approaches, and introducing effective accountability and oversight structures. The consultant will provide remote technical support and conduct one field visit to engage with stakeholders, assess progress, and refine strategies.

Specifically, the consultantย will be responsible for the followings:ย
Set-up and oversee a formal channel for community feedback and Integrate into Operational Planning
Conduct Capacity Needs Training for Law Enforcement officers.
Assess the current capacity and training gaps of law enforcement in addressing root causes of insecurity (e.g., poverty, substance abuse, youth unemployment). Develop and deliver a tailored training program to strengthen officers' ability to engage with communities and address underlying security issues. Introduce problem-solving frameworks that encourage proactive and preventative policing. Conduct a post-training assessment to measure learning outcomes and identify further training needs.ยEncourage Creative Problem-Solving Approach Tailored to Local Contexts.
Develop a set of flexible problem-solving tools and guidelines that law enforcement can adapt to different local contexts. Promote innovative, community-driven approaches to address security challenges. Facilitate knowledge-sharing sessions where officers can exchange ideas and learn from successful case studies. Monitor and document best practices to inform future strategy development. Provide recommendations on how to integrate creative problem-solving approaches into daily operations.Introduce a Complaints and Feedback Mechanism for Communities.
Design and implement a formal complaint and feedback mechanism for communities to report misconduct and suggest improvements. Ensure the mechanism is accessible, confidential, and culturally appropriate. Develop guidelines for handling complaints, ensuring prompt response and follow-up. Establish a monitoring framework to track the handling and resolution of complaints. Create awareness among community members about how to use the complaints mechanism.ย
EDUCATION
Masterโs degree in law, Political or Social Science, International Relations, Development Studies or a related field from an accredited academic institution with 2 years of professional experience.ย University degree in the above fields with 4 years of relevant professional experience.EXPERIENCE
Comprehensive understanding of security, border, and migration management systems, including practical experience in implementing related initiatives. In-depth knowledge of the concept and principles of Community and Engagement Policing, with demonstrated experience in applying these principles in operational or project settings. At least 2.5 years of experience working on projects and protocols funded by Japanโs International Organization Partnership Fund. Demonstrated experience engaging with government stakeholders, including law enforcement agencies, criminal justice authorities, and other relevant governmental bodies, to foster collaboration and implement projects effectively. Proven expertise in reviewing, designing, and drafting training materials tailored to the needs of law enforcement authorities. Solid understanding of governmental structures, political systems, and relevant legislation in Mozambique and Tanzania, including their implications for border security, migration, and community engagement initiatives. Exceptional analytical and communication skills, with the ability to produce high-quality written outputs and deliver presentations effectively to diverse stakeholders.
