Project Context and Scope
The Bor Flood Risk Management Project has significantly progressed in disaster risk reduction and community engagement across Bor Town in South Sudan. Community-Based Disaster Risk Management Committees (CBDRMCs) have been established in each of the 22 quarter councils, with 12 members per committee representing diverse community stakeholders. These committees are integral to the projectโs strategy for ensuring long-term sustainability of flood control infrastructure through community ownership and governance. The consultancy aims to link community engagement efforts to the projectโs exit strategy by enhancing community ownership and embedding sustainability and maintenance frameworks into CBDRM plans across the councils. ย The consultant will conduct a comprehensive desk review of community engagement activities during the project's first three years and provide remote technical support to the field team in strengthening community structures, embedding sustainability measures, and operationalizing exit strategies.

Conduct a desk review of community engagement activities from Years 1, 2, and 3 to identify best practices, lessons learned, and gaps. Support the field team in strengthening quarter-level committeesโ capacity to develop and implement management plans. Facilitate the transition and phase-out process by providing technical guidance to embed operational frameworks into DRMCs and CBDRMCs. Ensure that operational and exit strategies are integrated into CBDRM plans. Review reports, documentation, and key outputs from community engagement activities conducted during the first three years of the project.Analyze the effectiveness of previous engagement approaches and identify lessons learned, particularly in relation to management and exit strategies.Provide Technical Support for Community Engagement Activities
Collaborate remotely with the field team to guide participatory community engagement sessions that promote ownership of flood control infrastructure.Ensure engagement activities align with the projectโs exit plan and operational goals.Strengthen Quarter-Level Committees
Embed Operational Frameworks in DRMCs and CBDRMCs
Support the field team in organizing and facilitating robust meetings with DRMCs and CBDRMCs to embed operational frameworks into their operations.Ensure alignment with the projectโs exit strategy, emphasizing community-led governance and ownership.Operationalize CBDRM Plans
Review existing CBDRM plans and identify management and exit strategies gaps.Provide remote guidance to the field team in integrating operational measures into CBDRM plans.Documentation and Reporting
Document key findings, best practices, and lessons learned throughout the consultancy period.Prepare a final report outlining key achievements, challenges, and recommendations for ensuring long-term impact and operational success post-project.Performance indicators for the evaluation of results Timely submission of high-quality deliverables as per agreed milestones.Effective remote collaboration with the field team.Demonstrable alignment of CBDRM plans with operational and exit strategies.Evidence of strengthened community ownership frameworksย ย Education, Experience & skills required Advanced degree in Social Sciences, Community Development, Disaster Risk Management, or a related field.At least 5 years of experience in community engagement, disaster risk management, or related areas.Proven experience in facilitating participatory processes and community-based planning.Knowledge of operational and exit strategies in development projects.Excellent communication, facilitation, and reporting skills.Languages Proficiency i English language is requiredย Travel required
