Work LocationHome-based Expected duration1.11.2025 โ 10.5.2026 Duties and ResponsibilitiesUNODC Regional Office for the Middle East and North Africa (UNODC ROMENA) covers 13 countries in the region. The Regional Office implements its work under the Regional Framework for the Arab States to Prevent and Combat Crime, Terrorism, and Health Threats and Strengthen Criminal Justice Systems in line with International Human Rights Standards (2023-2028), which is the strategic framework and overall umbrella of UNODCโs work in the MENA. UNODC/ ROMENA is implementing the North Africa Project under Sub-Programme 1 on โOrganized Crimeโ of the UNODC Regional Programme - Strengthening the Framework of the Arab Region to Prevent and Combat Human Trafficking and Migrant Smugglingโ 2024-2028. Under this framework, the project aims to step up efforts in the North African region to combat human trafficking and migrant smuggling. The Regional Framework also seeks to promote a comprehensive vision of human rights. This includes the active and equal participation of women and girls. In parallel, UNOV/UNODC Strategy for Gender Equality and Womenโs Empowerment (2022-2026) provides a robust foundation for advancing gender-responsive policies and practices in the region, calling for stronger gender analysis, highlighting the need for generating gender-sensitive knowledge, redressing gender discriminatory laws and policies, and articulates the importance of engaging further with Member States to overcome instances of gender inequality and exclusion. Under the overall guidance of the Regional Representative for the Regional Office for the Middle East and North Africa (ROMENA), and direct supervision of the Regional Programme Coordinator (Anti-Human Trafficking & Migrant Smuggling), UNODC/ROMENA, the consultant will perform the following specific tasks: A) Preparatory work, such as review of materials, development of the concept notes, agenda, case studies, presentations of Module 2 โGendered Nature of Trafficking in Persons and Smuggling of migrantsโ B) Facilitate/Deliver the module/training: Module 2 โ โGendered Nature of Trafficking in Persons and Smuggling of migrantsโ C) Prepare and submit outcome report based on the outcome of the discussion, interaction as relevant to the region on Module 2 Qualifications/special skillsAn advanced university degree (Masterโs degree or equivalent) in law, criminology, international development, gender studies, social science, or a related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. - A minimum of 7 years of combined and relevant professional experience in a leadership position in the fields of criminal justice, criminal law, human rights, gender equality and women empowerment, and/or rule of law is required; - Experience in capacity building activities on Transnational Organized Crime, delivering training, including developing training materials on combatting trafficking in persons or other serious crimes is required; - Professional experience with criminal justice systems in a common law country is required; - Experience in delivering training, including developing training materials on combatting trafficking in persons or other serious crimes is required; - Previous work experience as a prosecutor or judicial authority, criminologist, in a common law system is desirable; - Experience working with trafficking in persons issues is desirable. - Experience working in Eastern/Central/North Africa is desirable. - Experience within the United Nations system or similar international organizations is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required.
