Project Context and Scope
Human trafficking and exploitation remain pressing concerns in the Pacific, particularly in the context of increasing labour mobility and migration. Despite existing legal and institutional frameworks, gaps persist in the coordination and response mechanisms for identifying and assisting victims of trafficking. Pacific Island countries are rapidly becoming high mobility countries with most Pacific islanders participating in various regional labour migration schemes, and thus migrant protection, trafficking and people smuggling are issues that warrants a regional approach.
The International Organization for Migration (IOM), through its PX0565 Project, is supporting governments to strengthen national referral mechanisms. This consultancy will focus on developing Standard Operating Procedures (SOPs) for a multi-sectoral referral mechanism that ensures timely, survivor-centered, and rights-based support for victims of trafficking.ย Organizational Department / Unit to which the Consultant is contributing
The consultant will be contributing to activities under the PX0565 project and supporting IOMโs Protection/CTIP Unit.
Tasks to be performed under this contractย Category A Consultants:ย Tangible and measurable outputs of the work assignmentย
Under the overall supervision of the IOM Vanuatu Chief of Mission and in coordination with National Programme Officer, the consultant is expected to undertake the following responsibilities and be accountable to:
1. Administrative Support
2.Coordination and Liaison
Support coordination efforts among government agencies, civil society, and international partners.Assist in the scheduling and documenting meetings of the National Steering Committee on Migrant Protection and Assistance.Liaise with MoIA, VIS, VPF, DoL, DCIR, and other stakeholders to facilitate project activities.3. Programme Implementation
Assist in the development and implementation of the National CTIP Action Plan by supporting logistical and administrative tasks.Provide support in organizing capacity-building activities for frontline responders.Assist in the development and dissemination of awareness-raising and advocacy toolsSupport the project manager in planning, implementation and monitoring of activities relating to CTIP in Vanuatu4. Monitoring and Reporting
Compile and summarize data on CTIP cases and trends for internal reportingAssist in the development of victim assistance protocols and referral mechanisms.Assist in the preparation of progress reports and donor submissions by gathering input and formatting documents.5. Training and Tools
Support the delivery of CTIP training programs, update tools and support field staff to enhance operational capacity.6. Information Management
Compile, summarize and present data on CTIP project topics for review by the Project Manager and Chief of MissionPrepare and review reports and publications in line with IOMโs CT objectives.7. Other Duties
Undertake necessary duty travel.Perform any other duties as may be assigned.ย Performance indicators for the evaluation of results Hands-on experience in programme implementation and coordination.Exposure to national and regional CTIP frameworks and stakeholders.Skills in research, reporting, and stakeholder engagement.Understanding of the work of international organizations in the Pacific context. Education Completed secondary education required. Additional training in administration, project management, or social sciences is an asset.Bachelorโs degree in international development, Public Policy, Political Science, Social Sciences or other relevant fields, or a related field from an accredited academic institution is an advantageExperience 5 yearsโ experience in a related fieldย Demonstrated experience in implementation, management, and evaluation, especially in the field of CTiP or related field.Specific experience working within the protection sectors, including project development and implementation, program coordination and representation.Experience in leading and organizing events such as consultations, roundtables, workshops, and webinars; and,ย First-hand experience in delivering of protection and assistance to trafficked personsSkills Experience in assisting with investigations related to CTIP and another related field.Proven ability to liaise, coordinate and communicate with multiple stakeholders, and provide strategic advice and guidance on counter-trafficking.Proven leadership and negotiation skills, particularly in a multi-stakeholder and multi-cultural environment, and in complex socio-political contexts.Demonstrated problem-solving skills and judgment in applying technical expertise to resolve a wide range of complex issues/problems.Proven ability to create networks and build relationships in conflict-affected, dynamic settings with a wide range of stakeholders.Excellent organizational, monitoring and evaluation skills applied in counter trafficking programming.Proven capacity to work effectively in small teams.Languages Fluency in English language is required.
