ORGANISATIONAL CONTEXT AND SCOPE:ย
The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) is a non-binding and state-driven process involving 49 members (countries and international agencies), including the United Nations Refugee Agency (UNHCR), the International Labour Organization (ILO), the International Organization for Migration (IOM) and the United Nations Office of Drugs and Crime (UNODC), as well as a number of observer countries and international agencies who participate in this voluntary forum. The RSO was established in 2012 to facilitate the operationalisation of the Regional Cooperation Framework (RCF) to reduce irregular migration in the Asia and Pacific region. The RSO aims to support and strengthen practical cooperation on refugee protection and international migration, including human trafficking and people smuggling, and other components of migration management in the region. Reporting to the Programme Manager (Countering Trafficking in Persons), the Consultant is expected to perform theย following tasks during the period covered under this contract.
Programme coordination and management
Support the Programme Manager to conceive, implement, and report on planned activities.Support logistics and event documentation for project activities, including venue coordination, travel arrangements, participant lists, and dissemination.ย Assist in preparing draft work plans, activity proposals, and budgets for review by the Programme Manager.ย Provide support in contractual processes, including collecting documentation, drafting supporting notes, and following up with partners and contractors.ย Track activity implementation and maintain updated monitoring tools to support progress reporting to the Programme Manager.ยStrategy and monitoring
Support the Programme Manager by monitoring and compiling information on trafficking in persons and related policy developments regionally and globally.ย Assist in reviewing research and policy documents, and prepare background notes, summaries, and data inputs.ย Maintain organised files and knowledge resources on counter-trafficking initiatives to support programme planning and reporting.ยSupport for Bali Process Member States capability development
Assist the Countering Trafficking in Persons programme in its engagements withย Bali Process working groups.ย Provide logistical and organisational support for policy roundtables, workshops, and training sessions, including preparation of training materials and participant management.ย Support the dissemination of research outputs, curricula, toolkits, and other knowledge products, including through digital platforms and events.ย Assist in collecting feedback from training participants and alumni and compile reports for monitoring and evaluation purposes.ย Contribute to ensuring survivor-centred, trauma-informed and gender-sensitive approaches are reflected in training and materials through research review and coordination with experts.ยEngagement and partnerships
General
Provide administrative and logistical support for programme implementation and team activities, including coordination of staff travel and event participation.ย Perform other related duties as assigned by the Programme ManagerยThe Programme Officer (Countering trafficking in Persons) should possess the following expertise and experience:ย
Education:
Bachelorโs degree from an accredited academic institution in international relations, development studies, law, migration studies, or in a relevant field in social sciences or humanities.ยExperience:
At least two years of full-time work experience (excluding internship and volunteering experience) supporting a project/ programme in the development cooperation sector is mandatory. This experience in the field of countering trafficking in persons, and research, will be an added advantage.ย Experience working with multiple stakeholder groups including government interlocuters, international organisations, civil society, private sector, and other relevant stakeholders is mandatory.ย Demonstrated experience in research review, administrative support, programme coordination, and/or project management roles.ย Prior experience in organising events, managing logistics, and coordinating travel and workshops is an advantage.ยSkills:
Ability to take initiative and responsibility of the relevant actions contributing to an activity, in coordination with the Programme Manager (Countering Trafficking in Persons) and work independently under limited direction.ย Has the judgment and integrity to contribute constructively to the activities of the Countering Trafficking in Persons programme.ย Strong analytical and drafting skills, and the ability to synthesise complex information.ย Ability to work to tight deadlines and ensure deliverables are provided to agreed requirements.Ability to use tools for research review, data visualization and video production is an advantage.ย Skills in editing and graphic design are desirable.ย Good interpersonal skills and ability to work effectively in a multi-cultural environment.ย Computer literacy, including proficiency in MS Office applications and online collaboration tools.ยDESIRABLE COMPENTENCIES

Salary and conditions information:
The successful candidate will be engaged under an IOM contract working for the Regional Support Office and their conditions of service will be governed by their contract. The contract will include annual and sick leave only.ย The successful candidate is responsible for determining their taxation liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. The successful candidate is responsible for determining their own pension fund arrangements.ย The position duty station is Bangkok, Thailand. Relocation assistance and working visa assistance will be provided by the IOM for the successful candidate, if required.ย The position requires a minimum 3 days per week office-based work *subject to change*.ย The starting salary of USD $ 2,081ย will be paid monthly.
