The Position:
The consultant will work closely with a national consultant and the UNFPA team, who are leading and involved in the assessment, including but not limited to Gender Equality/GBV Programme Specialist and Programme Specialist on Gender Equality, Policy and Advocacy. The international consultant will work as a team with one national consultant, who will be recruited by UNFPA. (The national consultant will provide technical support/inputs in the process of development of technical proposal and tools as well as on data analysis and report writing. The national consultant will lead collection of data under supervision of the international consultant and UNFPA team. All products developed by the international consultant will be in English and they will be translated into Myanmar language with support from UNFPA and the national consultant.

Purpose of the Consultancy
The purpose of the international consultancy is to support UNFPA Myanmar to conduct an Assessment of effectiveness in applying CSO grant Modality for service delivery. The political crisis in February 2021 in Myanmar has led to a significant change in the country's context and the operational environment for programme delivery. From April 2021 to December 2024, through a competitive selection process, UNFPA selected 55 proposals from CSOs and released about 55 grants to support CSOs/womenโs organizations to respond to the immediate protection and health needs of women, girls and other vulnerable populations. The grants targeted to the Community-based Not-for-profit organizations, operating in Myanmar, which focused on following areas: โ Support provision of services or improved access to services, including sexual and reproductive health, GBV, legal and mental health and psychosocial support, for women, girls, LGBTQAI+ and other vulnerable groups โ Operation of safe houses for people escaping GBV โ Operational costs related to helplines/hotline, including support to strengthen existing helplines/hotlines based on survivor-centered approach โ Distribution of non-food items, such as, dignity kits, clean delivery kits โ Cash transfer to vulnerable groups to facilitate access to services and livelihoods โ Reinforcing safety and security for service providers/CSOs โ Promote improved mental health and psychosocial outcomes for LGBTQIA+ communities through the provision of safe spaces and services, and LGBTQAI+ inclusion After three years supporting CSOs through grant modality for service delivery, UNFPA Myanmar Country Office is looking for an international consultant to conduct an assessment of effectiveness in applying CSO grant Modality for service delivery. The result of the assessment will be used to improve UNFPAโs support to CSOs/CBOs and womenโs organizations across the country as well as strengthen collaboration/coordination among CSOs/CBO partners on humanitarian response and support to vulnerable populations.

The international consultant will take lead to work with a national consultant to conduct the assessment to answer for following questions:
How did CSO grants contribute to meet the immediate protection and health needs of women, girls, LGBTQAI+ and other vulnerable populations after the coup in February 2021? How did CSO grants support CSOs to effectively deliver services and interventions/support vulnerable populations in the crisis context of Myanmar after the coup and what are key challenges? Any challenges for CSOs to follow the UNFPA grant process/procedures? (Including application process, grant agreement, fund transfer and monitoring/reporting process)? What are the positive changes of the CSOs after working with UNFPA through grant projects? What are the needs of CSOs to be able to continue functioning and delivering services and support vulnerable populations in the current context of Myanmar, especially delivering services in hard to reach areas? What are lessons learnt and good practices in applying CSO Grant Modality for service delivery?The international consultant will be responsible for designing the assessment, data analysis and report writing. She/he also works with a national consultant for data collection. This assignment covers a total of 20 working days in the period from the date signing the contract with UNFPA in August to October 2024 to accomplish the assigned tasks as described below.
Specific responsibilities/tasks:
The international consultant is expected to work for 20 days (home-based) from August to October 2024 according to the following time frame: Tasks Deliverables Estimated No. of Days 1. Desk review and develop and finalise technical proposal and data collection tools
2. To finalise the data collection tools - Technical proposal
- Data collection tools (English language) 5 Days 3. Support data collection, including briefing national consultant/data collectors and participating partners on the data collection tools and provide supervision/technical guidance to national consultant to ensure data collected as plan Data collectors trained, and fieldwork completed 5 Days 4. Consult with key stakeholder primary findings before finalising report, including conducting validation workshop with CSOs A presentation on primary findings for
consultation with stakeholders 1 Day 5. To conduct data analysis, reporting writing and to finalise report with support from the local researcher and UNFPA Final report of the assessment 9 Days
The above mentioned deliverables will be submitted to UNFPA electronically. The actual delivery dates for each deliverable will be discussed with the supervisor, but all the works are expected to be completed before 30 October 2024.
The consultant will report to UNFPA Programme Specialist on Gender, Policy and Advocacy.
Qualifications and Experience:
Education:
Master degree in social sciences, gender studies, anthropology, law, sociology, international relations or other related fields.
Knowledge and Experience:
At least 7 years of working experience in conducting assessments, studies, evaluation and surveys in the field of gender and gender-based violence. Familiarity with different methodologies and guiding principles on GBV data collection is an asset. Knowledge of gender and GBV issues both in development and humanitarian contexts is essential. Extensive experience in conducting rights-based, gender sensitive research and analysis, particularly in costing of gender-based violence. Extensive experience in advising academic and government institutions on research, assessment, including guiding a group of researchers and technical experts on development of research methodologies and conduct quantitative study on gender-based violence. Understanding of economic, social, political and cultural context in Myanmar. Excellent writing and communication skills in English Excellent computer literacy (Windows environment, MS office application, including Word, Excel and PowerPoint and internet skills)Languages:
Fluency in reading, speaking and writing in English is required.The consultant will use his/her own laptop. UNFPA country office will: - Provide background/relevant documents in relation to this assignment - Link the consultant with partners who will participate in the rapid assessment - Monitor the progress and quality of the consultancy assignment.
Payment will be paid in lump sum after all the deliverables are submitted to and accepted by UNFPA.
