General Purpose of the Position

ORGANISATION
The Jesuit Refugee Service (JRS) is an international non-governmental organisation with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people. The organisation was founded in November 1980 and has a presence in over 50 countries. JRS undertakes services at national and regional levels with the support and guidance of an international office in Rome. The style of JRS service is human and spiritual, working in situations of greatest need, seeking the long-term wellbeing of refugees and displaced persons, while not neglecting their immediate or urgent needs. JRS offers opportunities to a wide variety of staff, local and international, while maintaining a realistic and localised scheme of salary/stipend, insurance, etc.

OPERATIONAL CONTEXT
The Asia Pacific Region has projects in 8 countries: Australia, Cambodia, Indonesia, Malaysia, Myanmar, the Philippines, Singapore and Thailand. These countries are among the sending, transit and destination countries in the region. Myanmar refugees dominate the region with over 1M hosted in countries like Malaysia and Indonesia including the stateless Rohingyas; meanwhile internal displacement has reached over 3M. Refugees in the region are in urban setting with the exception of the Thailand border camps that has confined refugees for three decades. The South Asia Region implements and offers technical support to projects in India, Bangladesh and Afghanistan at present. These countries are among the sending, transit and country of origin as well as return for refugees and Internally Displaced Populations (IDPs). In India and Bangladesh, JRS operates in absence of 1951 UNHCR Refugee Convention and its Protocol. The Myanmar refugees/people of concern (PoC) have the highest population in the South Asian region as well. Over 1M Rohingyas live in worldโ€™s largest refugee camp in Coxโ€™s Bazar, Bangladesh, besides the Chin urban refugees in New Delhi and Myanmarโ€™s PoC in unidentified camps across Indo-Myanmar border states in India. The second largest population, that is the Afghans live in sub-urban localities in India and in IDP camps in Afghanistan. JRS has longstanding experience of working closely with one of the oldest refugee crises in India, i.e., the Sri Lankan refugees, living across the state government sponsored 106 camps in Tamil Nadu state India.

THE ROLE
The Regional MHPSS Officer will be responsible for supporting JRS Asia Pacific and South Asia Regionsโ€™ MHPSS teams in conception, supervision, and implementation of projects responding to the specific MHPSS needs of refugees and forcibly displaced people in the region. S/he will report to the Regional Director and the Regional Programmes Manager under the supervision of and support from the global MHPSS team based at JRS/USA.

The MHPSS officer will support JRS MHPSS staff in Indonesia, Myanmar, Malaysia, Thailand, India, Bangladesh and Afghanistan, with the aim of developing and strengthening MHPSS services. S/he will be responsible for ensuring that MHPSS staff are able to provide high-quality psychosocial services across all levels of the IASC MHPSS Intervention Pyramid for children and adults who access JRS services. In this role they will coordinate with and support teams comprising of Social Workers, Case Managers, counsellors, psychosocial assistants, refugee staff, program officers, and any other PSS staff to ensure that they are able to deliver psychosocial support in line with IASC Reference Group MHPSS Guidelines and JRS Policy and Standards.
