ABOUT IT Solutions Officer AT WFP
This position is based in Bujumbura and reports to Head of TEC.THE ROLE
To contribute to the development of efficient and effective IT solutions, creating sound, innovative solutions that enable staff to deliver food assistance to beneficiaries, in line with WFPโs strategy.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
- Contribute to capturing, analysis and documentation (i.e. through diagrams, flowcharts, data models, user experience designs, storyboards) of business requirements for IT solutions and services following WFP policies, standards and strategies.
- Work with more senior team members to communicate business requirements to business counterparts, for a shared understanding of the requirements and effective implementation of strategies/plans.
- Support project managers in managing estimates, business cases, planning, risk identification, issue management for the effective delivery of IT solutions.
- Plan and coordinate budgeting, preparedness, and rollout of digital solutions (e.g., SCOPE IK, TAG migration for mPOS traffic, Partner Connect, School Connect), aligned with operational priorities and corporate standards.
- Adhere to processes and procedures for the Business Relationship Management, Business Analysis and IT Project Management functions to ensure compliance and consistency.
- Maintain and optimize IT/Telecom services (LAN/WAN, connectivity, endpoint devices), enforce security and access controls, and ensure users maximize value from corporate tools โ with emphasis on Starlink usage for registration, distribution, School Connect, and field operations.
- Install, configure, and upgrade digital/IT components including SCOPE (IK & mPOS), School Connect, and TAG migration, while supporting other corporate platforms (devices, printers/scanners, card personalization, client apps) to ensure performance and compliance.
- Prepare technical documentation and specifications to support procurement of DAS and IT equipment/services; monitor Purchase Requisitions and Orders, and track vendor performance in line with rules and regulations.
- Compile and analyze data on DAS and IT investments and operational performance (e.g., system uptime, device sync, distribution metrics, registration figures) to inform management decisions.
- Develop and share expertise on corporate platforms and industry practices (e.g., SCOPE, Partner Connect, School Connect, biometric verification, Microsoft 365 Copilot, data protection), contributing to continuous improvement.
- Provide responsive user support and guidance, apply policies and SOPs, and manage incident resolution and service workflows using the EasyVista ticketing platform.
- Act as a technical focal point and mentor, guiding junior staff in diagnostics, analysis, and operational execution.
- Design and deliver capacity-building activities (training sessions, DAS clinics, job aids) on corporate digital platforms (SCOPE, mPOS, Microsoft 365) and operational SOPs for field teams and partners.
- Coordinate with UN agencies and partners (e.g., UNHCR/ONPRA, CPs, FSPs, MNOs) to align data sharing, biometric interoperability (BIMS/GDT), and site-level operations.
- Engage with internal stakeholders (Programme/CBT, Supply Chain, Finance, M&E, Admin, Procurement) to capture needs and co-design practical, sustainable solutions.
- Support emergency preparedness through backup connectivity SOPs and disaster recovery drills to ensure continuity of digital services and rapid crisis deployment.
- Execute emergency operational plans during onset (e.g., returnee assistance at transit sites, rapid device provisioning, data ingestion, payment flows).
- Perform other related duties, including digital governance enhancements, process automation, and operational analytics.
QUALIFICATIONS AND EXPERIENCEEducation: Advanced University degree in Computer Science, engineering or other relevant field, or First University degree with additional years of related work experience or trainings/courses.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:Has assisted in the design and development of systems and applications needed to fulfil business requirements.
Has utilized specialized knowledge to resolve issues arising during IT support.
Has contributed to IT projects by providing analysis of business requirements.
Language: Fluency in both English and French (level B)
