This post located in the Office for of Disarmament Affairs (ODA). ODA provides substantive and organizational support for norm-setting in the area of disarmament through the work of the General Assembly and its First Committee, the Disarmament Commission, the Conference on Disarmament and other bodies. It also provides objective, impartial and up-to-date information on multilateral disarmament issues and activities to Member States, States parties to multilateral agreements, intergovernmental organizations and institutions, departments and agencies of the United Nations system, research and educational institutions, civil society, especially non-governmental organizations, the media and the general public. The position reports to the Deputy Chief of the Regional Disarmament, Information and Outreach Branch (RDIOB). RDIOB is responsible for promoting, in coordination with other branches of the Office for Disarmament Affairs, public understanding, awareness and support of United Nations efforts in disarmament and non-proliferation by implementing a multifaceted information, education and outreach programme. Responsibilities

Within limits of delegated authority and depending on location, the Information Systems Officer may be responsible for the following duties:
โ€ข Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, including systems for the optimal extraction, transformation, and loading of data, and/or, participates as a member of a development team with responsibility for major components of the more complex systems.
โ€ข Develops detailed system and other functional specifications and user documentation for major systems, including for data-related technical problems and data infrastructure needs.
โ€ข Provides specialized advice to users, analyzing usersโ€™ requirements and translating these into new applications; determines application systems integration and linkage issues; manages the identification, design, and implementation of internal process improvements: automating manual processes, optimizing data delivery, re-designing architecture for greater scalability.
โ€ข Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
โ€ข Develops and maintains computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues.
โ€ข Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.
โ€ข Develops training materials, operating and user manuals; trains staff in assigned systems.
โ€ข Develops disaster recovery plans and ensures appropriate planning and training of those responsible.
โ€ข Researches, analyzes and evaluates new technologies and makes recommendations for their deployment.
โ€ข Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc.
โ€ข Facilitates communications between ITSD and its clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and ITSD, for either specific IT services or general technology support, including any charge back mechanisms.
โ€ข Handles all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users.
โ€ข Provides guidance to, and may supervise, new/junior staff, consultants, etc. Competencies

Professionalism: Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of several high level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems; good knowledge of organizationโ€™s information infrastructure and IT strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Education

An advanced university degree (Masterโ€™s degree or equivalent) in computer science, information systems, mathematics, statistics or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required.

Experience with database programming languages (SQL, etc.) is required.

Experience in designing data integration and pipeline architectures which must include ingesting data through different methods such as message queues, database connections, flat files, REST, or specific APIs, is required.

Experience working with self-service analytics applications like Microsoft PowerBI, Tableau, Qlik and others for data discovery is desirable. Languages

English and French are the working languages of the UN Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of another UN official language is desirable. Assessment
