OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. This temporary job opening is being advertised for the position of Information Management Officer in Needs and Response Analysis Section (NARAS), Assessment, Planning & Monitoring Branch, OCHA, in Geneva, Switzerland. The Information Management Officer reports to the Chief of the Needs and Response Analysis Section (NARAS). ResponsibilitiesWithin delegated authority, the Information Management Officer will be responsible for the following duties: Data processing and data management โข Provides technical support to set up and to analyze results from online surveys (e.g. Kobo Toolbox, Open Data Kit, Monkey survey etc.), including for multi-partner reviews, competency surveys etc., linked to humanitarian needs analysis and planning, and to the Humanitarian Programme Cycle (HPC). โข Provides technical advice and develop methodologies, as appropriate, to estimate population figures and the number of People in Need (PiN), and other automated analyses, including those associated with the Joint Intersectoral Analysis Framework (JIAF). โข Participates in the development, implementation and management of sectoral and intersectoral indicators, together with accompanying data, included as part of Common Humanitarian Datasets and the Indicators Registry. โข On request, leads the collation and merging of baseline and in-crisis datasets. Compiles and performs data analysis, particularly on demographic, affected population, multisector needs and vulnerability data, in different formats (including Geographic Information System- GIS). Geographic Information System (GIS), Mapping and Infographics As needed for humanitarian needs analysis and planning, including for the HPC, โข Develops and maintains spatial baseline and operational datasets in accordance with relevant standards and guidance. โข Produces and updates high-quality map products and online services. โข Maintains a repository of spatial data and ensure that the data are documented and accessible to all humanitarian partners through local and/or online services. โข Provides GIS support to the office and field requests; lead the development of appropriate maps and infographic products to support humanitarian decision-making and reflect humanitarian situations, needs, and responses. Knowledge management and Websites โข Researches, analyses and evaluates new applications of information technology to enable knowledge management. Makes recommendations for and support their deployment. โข Participates in knowledge management projects, contributing to feasibility studies, systems analysis, design, development and implementation, as well as the evaluation and testing of application improvements and new systems. Liaise and ensure interoperability with other web platforms as appropriate. Provides user support. โข Sets up, populate and keep up to date the knowledge management platform related to the humanitarian needs analysis, planning and monitoring, including as part of the HPC. โข Maintains the relevant sections of HPC websites in accordance with the OCHA standard templates. Capacity strengthening โข Designs, organizes and facilitates training and workshop activities for OCHA and inter- agency staff on the operationalization of coordinated joint assessment and analysis policies, tools and guidance, including Coordinated Assessment and Information Management (CAIM) training, Advanced Training for Analysis in Humanitarian Settings (ATAHS), IMPACT training, HPC workshops, HPC-related government led workshops etc. โข Advises and provides remote and direct field mission technical support to OCHA Country Offices on joint needs assessment and analysis processes, including for the annual Humanitarian Needs Overviews (HNOs) and other exercises (e.g. Flash Appeals, UNDAC Assessment & Analysis Cell). โข Participates and represents the Section in the global Information Management Working Group (IMWG) meetings. Advise and support global level discussions such as guidance on Humanitarian Population figures, internal displacement data and collection of population statistics. โข Performs other related duties, as required. Work Experienceโข A minimum of five (5) years of progressively responsible experience in information management, information systems, web management, data management, geographic information systems and mapping, data visualization, data analysis or other related area is required. โข Experience of mapping applications such as ArcGIS is required. โข Experience of graphic software, e.g. adobe illustrator, Photoshop etc. is required. โข Direct experience with implementing or supporting data cleaning, collection and analysis in the Humanitarian Programme Cycle is required. โข Experience of working with and managing relationships with multiple stakeholders in humanitarian field operations is required. โข Experience adapting and designing customized analytical outputs for decision-makers is desirable. โข Experience in designing and implementing methodologies for measurement in contexts with constraints is desirable. โข A minimum of two years in the last five years of international field experience in information management (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) within the UN system or comparable international organization is desirable.
