ย Context
Established in 1951,ย IOM is the leading intergovernmental organization in the field of migration, working closely with governmental, and non-governmental partners. IOMโs work is focused on three objectives, saving lives and protecting people on the move: prioritising safety, dignity and protection of in crisis response contexts, Driving solutions to displacement: addressing risks and impacts of climate change, environmental degradation, conflict and instability, and Facilitating pathways for regular migration: Promoting inclusive approaches to safely connect people, goods, services and innovation.
In Lebanon, IOMโs Data and Research Unit (DRU) leads primary data collection and analysis through the Displacement Tracking Matrix (DTM).ย Since 2021, DRU has produced the annual Migrant Presence Monitoring report and supports other IOM programmes by addressing their data and research needs.
More broadly, the DRU contributes to a better understanding of migration patterns and processes at the community, national, and regional levels. It also supports community-based assistance and planning by informing mission-level policy and advocacy. Additionally, IOM Lebanon conducts assessments and research studies to assess the needs of migrants and guide the response of IOM and the broader international community.
Under the overall supervision of the Head of Office in Lebanon, and the direct supervision of the Head of Programme, and in close coordination with the Data Operations Assistant, the successful candidate will be responsible and accountable for implementing Information Management (IM) functions within the Data and Research Unit (DRU). This role will be carried out in collaboration with relevant units across the IOM Lebanon Country Office.
Since October 2023, in response to the conflict that triggered displacement across the country, DRU has regularly implemented DTM to monitor population movements and dynamics. These efforts aim to inform preparedness and response planning.
- Provide information management support, in line with IOMs data protection principles and guidance prior to and during data collection and research activities.ย
- โAssist in the development and maintenance of IOM databases and data collection and analysis tools.ย
- โSupport in providing training and capacity building for internal staff and external partners. Contribute to the developement of training materials and SOPs for data collection tools.
- โAssist in monitoring data quality during data collection and the overall data management activities including the encoding, storing, and processing of the collected data and information.ย
- โย Support Monitoring & Evaluation frameworks by contributing to indicator development, data validation
- โClean primary and secondary data during and after data collection in preparation for data analysis and report production.ย
- โSupport the data analysis and prepare analytical tools, including dashboards and reports to support data analysis and data visualization.ย
- Assist in drafting and producing analytical products and maintain alignment with global IOM reporting standards.ย
- โ Draft operational and strategic maps for planning, donor reporting, and programme monitoring. Integrate outputs with global platforms

- High School diploma with four years of relevant professional experience, or
- Bachelorโs degree in computer science, IT or similar academic fieldย with two years of relevant professional experience Accredited Universities are those listed in the UNESCO World Higher Education Database. ย Experience
- Experience in information management, preferably in Lebanonย
- โExperience in Database Management and GIS Mappingย
- Experience in data collection design, data management, data cleaning and advanced data packages and KOBO ย
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groupsย
- โPrior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage ย
- โExperience inย analysis and reporting, dataย principles of data governance and data responsibility ย Skills
- Ability to organize an information flowย
- โAdvanced Computer knowledge use including SQL database systems, Advanced Knowledge of Microsoft Office (Excel, Word), ARC GIS, Power BI, Google Earthย
- โKnowledge of KoBo, Open Data Kit (ODK) applications and use of PDAsย
- Knowledge in analytical and reporting tools, including programming scripts, Power BI, ArcGIS, MS Reporting Services, and Excel VBA.
