The Global Education Monitoring Report (or GEM Report) is an editorially independent, authoritative, and evidence-based annual report that monitors progress in education in the Sustainable Development Goals (SDGs), which have been adopted as part of the 2030 Agenda for Sustainable Development. The Report is funded by a group of governments, multilateral agencies and foundations and published annually by UNESCO to serve the international community. It is widely recognized as an indispensable advocacy and technical tool supporting the achievement of SDG 4, which aims to ensure โ€œinclusive and equitable quality educationโ€ and promote โ€œlifelong learning for allโ€ by 2030. With its renewed mandate, established in the Incheon Declaration of the World Education Forum in May 2015, the GEM Report series identifies effective education policies and analyses major education related themes.

In addition to the Global report, a series of outputs serve the GEM Reportโ€™s objectives, including:

  • Gender report;
  • Regional reports, which explore the theme of the global report in more depth in a particular region to create stronger policy impact; and
  • PEER, a website with documents the main laws and policies that characterize each countryโ€™s approach on the theme of the global report, as well as on selected other education issues.



    The GEM Report Team is seeking to recruit a consultant to support the team in the preparation of the production of a series of materials scheduled to be released in 2023.

    Under the overall supervision of the Senior Communications and Advocacy Specialist, and under the direct supervision of the Publications Manager, the consultant will support the GEM Report team in providing support on the production of these materials, as well as providing support to the overall work of the communications team.

    Long Description

    This will entail:

    1. Supporting all aspects of production related to the translations of the Summary (60 pages) of the 2023 GEM Report, the youth report, 2023 regional report, two policy papers and the Spotlight series. This includes following-up with UNESCO Field Offices for the translation of the 2023 Summary version into local languages (approximately 20), examining budget requests for the Summary translation and coordinating with Field Offices over any changes made to the Summary version in English. It includes tracking all requests for translations made with various providers in order to ensure accurate billing at the end of each contractual period.
    2. Supporting the quality control of copy-editing, graphic design, proofreading, translation and printing services for GEM Report products, ensuring timely delivery and professional quality.
    3. Supporting the contracting process for editing, copy-editing, graphic design, proofreading, and translating of Report materials in all UN languages as required;
    4. Assisting with the production schedules as needed for the GEM Reportโ€™s related materials.
    5. Providing assistance with the production of other related materials including policy papers (32 pages), posters (10), communication materials and flyers.
    6. Assisting with the distribution of GEM Report products, by arranging and logging the print requests for GEM Report materials and liaising with the teamโ€™s distribution assistant.
    7. Support the Senior Communications and Advocacy Specialist in migrating the GEM Reportโ€™s current contact list onto a new client relationship management system (CRM).
    8. Providing assistance to the GEM Report communications team as required, including notably assisting with collecting analytics on the number of visitors and downloads to/of GEM Report materials and webpages.

      • University degree in communications, publishing, social or political science or a related field.

        Work Experience

        • A minimum of two years of relevant experience in publishing, communications;


          • Ability to multi-task and handle urgent deadlines;
          • Experience in publishing is mandatory;
          • Experience working with the United Nations or a comparable international organization is desirable;
          • Demonstrated experience in assisting on publication activities in an international setting, in particular flagship type of material for a wide variety of audiences;
          • Good skills in the use of computers including word processing, spreadsheets, Adobe, Drupal, presentations and internet communications. Working knowledge of graphic design software (InDesign, Photoshop, Canva).


            • Excellent command of spoken and written English. Knowledge of French is an asset.
