BACKGROUND
Under the Global Partnership for Education (GPE) Education Sector Program Implementation Grant (ESPIG), the United Nations Educational, Scientific and Cultural Organization (UNESCO) is implementing activities towards the attainment of the three undermentioned areas.
โข Outcome 1: Ensuring safe and equitable access to learning for children and youth in Myanmar;
โข Outcome 2: Ensuring quality teaching and learning for children and youth in Myanmar by strengthening the capacities of education staff and fostering context-responsive, equity-focused learning resources and modalities adapted to the evolving situation; and
โข Outcome 3: Ensuring systems strengthening, management, coordination, and monitoring.
UNESCO, through the Education Sector Program Implementation Grant (ESPIG) project, continues this effort addressing the needs for both pre-and in-service teacher education under ESPIG Outcome Area 2: Ensuring quality teaching and learning for children and youths in Myanmar by strengthening the capacities of education staff and fostering context-responsive, equity-focused learning resources and modalities adapted to the evolving situation. As an effort to deliver quality teacher education, UNESCO brings Myanmar Teacher Platform (MTP; www.mmteacherplatform.net) to offer continuous learning for educators, learners and other interested parties to access quality learning materials, videos and other resources in a safe and secure environment and provide online courses by themes.
UNESCO, through the Education Sector Program Implementation Grant (ESPIG) program, continues its extended support for wider stakeholders, including but not limited to the ethnic, community, and faith-based teachers and teacher trainers.
Long Description
PURPOSE OF THE ASSIGNMENT
The Individual Specialist is sought to support the development and finalization of curriculum which consists of several components: the curriculum framework, syllabi, Textbooks and Teacher Guides in both English and Myanmar language. In addition, the specialist is also sought to support the implementation of pre-service teacher training, creating e-learning courses and short courses for teachers, mobile teacher trainers and teacher educators in collaboration with local education service providers under ESPIG program.
DUTIES AND RESPONSIBILITIES
Supervisory arrangements:
Under the overall authority of the Regional Director of the United Nations Educational, Scientific and Cultural Organization (UNESCO) Regional Office in Bangkok, the direct supervision of Head of UNESCO Antenna Office in Yangon, in close collaboration with the Education Sector Programme Implementation Grant (ESPIG) teams, the Individual Specialist is sought to support training materials development and finalization to assure the quality of these documents in both English and Myanmar languages as well as to contribute to implementation of the curriculum and the training activities through performing the following tasks.
โข Assist the development of a Rapid Pre-service Development (RPD) Action Plan, curriculum framework and modules for teacher trainers, teacher educators and teachers in English.
โข Finalize the translation of Rapid Pre-service Development (RPD) modules in Myanmar language.
โข Finalize the translation of the Ethnic Education Service Providerโs pre-service teacher training curriculum, textbooks and educator guides into Myanmar language.
โข Ensure that all English and Myanmar versions of curriculum materials, textbooks and educator guides comply with UNESCO style guides, meet quality standards and are of high quality.
โข Review all visual elements (illustrations, infographics, photographs) and teaching and learning resources to ensure they follow UNESCO style guides and provide clear feedback for necessary revisions.
โข Compile and share all key reference materials (style guides, terminology lists, teaching and learning materials) with authors, translators, copyeditors, proofreaders, and layout designers to support coherent final products.
โข Establish partnerships with local community organizations, monastic and ethnic education service providers to ensure broad participation in teacher trainings.
โข Collect and compile feedback from training implementing organizations on curriculum modules to ensure course materials meet learning needs of community teachers in Myanmar.
โข Provide guidance and support to training implementing organizations in conducting rapid needs assessments and case studies; review reports and action plans developed by these organizations and offer constructive suggestions and recommendations.
โข Facilitate and closely monitor the training implementation process in the field to ensure effective, on-target delivery and desired learning outcomes.
โข Closely collaborate with training implementing organizations and organized teachers to facilitate their participation in online courses on the Myanmar Teacher Platform (MTP).
โข Assist with the preparation, uploading, and launching of online RPD modules and other teacher training courses on the Myanmar Teacher Platform (MTP).
โข Develop and implement course promotion strategies and communicate with learners and teachers to boost course outreach and completion rates.
โข Contribute to the development of procurement plans for pre-service teacher education, including ICT materials, equipment and establishment of training centers.
โข Assist the preparation of contracting procedures for the procurement of ICT materials and equipment for community-based teacher training and the establishment of training centers.
โข Support the monitoring and evaluation of training implementation and outcomes, collecting relevant data, reviewing feedback and provide suggestion for further improvements.
โข Ensure quality assurance of all training materials (textbooks, manuals, templates), including translations, copyediting, proofreading and layout design for English and Myanmar versions.
โข Support quality assurance of translation, copy-editing, proofreading and layout designing of textbooks and educator guides.
โข Assist in preparing regular project reports and contribute key inputs on progress, challenges and successes.
โข Maintain up-to-date daily records of all work and regularly report the progress.

REQUIRED QUALIFICATIONS
Education:
University degree (Masterโs or equivalent) in education, linguistics or relevent fields.
Work Experience:
Minimum 2 years of progressively responsible relevant professional experience in the field of education material development, particularly with a focus on quality assurance of teacher education curriculum materials.
Skills/Competencies:
โข Background in education in the context of international development.
โข Proficiency in word processing both English and Myanmar language using MS-Office based software (i.e. Word, Excel and PowerPoint) .
โข Ability to organize documents systematically ensuring quality and availability for the team.
โข Skills in communicating effectively across different cultures, given the diverse team and educational contexts in Myanmar.
โข Ability to work individually and collaboratively in a team.
Languages:
Excellent knowledge of spoken and written English and Myanmar.
DESIRABLE QUALIFICATIONS
Work Experience:
โข Familiarity with learning management systems such as Myanmar Teacher Platform (MTP) would be an advantage.
Skills/Competencies
โข Good practical knowledge and skills in image editing and video editing would be an advantage.
โข Experience working with the United Nations agencies or other international organizations in related education projects is highly valued.
โข Experience working with local organizations in the field of education would be an advantage.
