Background The United Nations Economic and Social Commission for Western Asia (ESCWA) is mandated to promote inclusive and sustainable development in the Arab region through policy analysis, , technical cooperation, and regional dialogue. At its tenth meeting held in Cairo on 17 and 18 December 2025, the Executive Committee of ESCWA requested the ESCWA secretariat to undertake an independent evaluation of selected aspects of the Commissionโs performance (resolution 348 (EC.10)), in line with ongoing organizational reform efforts in the context of the UN80 Initiative and in response to an evolving regional and global context. The evaluation will provide objective, forward-looking insights to inform senior management on strengths, gaps, and areas for improvement related to planning processes, delivery modalities, impact, organizational structure, and governance arrangements. 2. Purpose and Objectives In line with guidance provided by member States, the evaluation will assess how effectively the Commissionโs current organizational, governance, delivery, and workforce arrangements support the preparation and implementation of an integrated, subprogramme-wide vision aligned with the UN80 Initiative, and the extent to which these arrangements enable administrative efficiency, evidence-based policymaking, and coordinated regional responses to challenges facing the Arab region. The purpose of the consultancy is to conduct an independent assessment of selected institutional and programmatic dimensions of the work of ESCWA, with a view to: โข Assessing the effectiveness and coherence of planning and delivery approaches. โข Reviewing implementation modalities, including the appropriateness and balance between project-based delivery and work undertaken through established sections and divisions. โข Assessing the organizational structure and governance arrangements in relation to mandate delivery. โข Providing practical, actionable recommendations to strengthen performance, effectiveness, and institutional coherence. 3. Scope of Work In accordance with internationally recognized evaluation standards, including those of the United Nations Evaluation Group (UNEG), the evaluation will apply, as appropriate, the criteria of relevance, effectiveness, efficiency, impact, coherence, and sustainability as an analytical framework. These criteria will be applied in a flexible and integrated manner across the scope of work outlined below, considering the mandate of ESCWA as a regional commission and the objectives of the UN80 Initiative. The evaluation will focus on the following areas: A. Planning Processes โข Review the strategic and operational planning processes of ESCWA, including alignment between mandates, strategic frameworks, programmes of work, and resources. โข Assess the extent to which planning supports prioritization, results orientation, and adaptability to emerging regional needs. โข Assess opportunities for alignment with the UN80 Initiative mandate implementation review. This analysis will contribute in particular to the assessment of relevance, coherence, and effectiveness. B. Modalities of Work Assess the implications of current modalities of work for sustainability, coherence, institutional learning, and transaction costs. C. Structure and Governance โข Review the adequacy of the organizational structure of ESCWA in supporting mandate delivery and cross-sectoral integration, including clarity of lines of accountability, delegation of authority, and managerial responsibility. โข Assess the extent to which current staffing models enhance or constrain operational efficiency and the optimal use of resources. This analysis will contribute in particular to the assessment of effectiveness, efficiency, and sustainability. D. Delivery and Implementation โข Review linkages between the normative, advisory and consensus-building functions of the Commission. โข Assess the effectiveness and efficiency of delivery mechanisms across the substantive work of ESCWA. This analysis will contribute to the assessment of effectiveness and efficiency. Qualifications/special skillsAdvanced university degree in public administration, development studies, economics, evaluation, management, or a related field is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least 10 years of progressively responsible experience in evaluation, organizational review, institutional reform, or strategic management, preferably within the UN system or similar international organizations is required. Demonstrated experience conducting independent evaluations or institutional reviews at senior organizational level is required. Strong analytical, drafting, and facilitation skills is required. Proven ability to engage effectively with senior officials and diverse stakeholders is required. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
