Result of ServiceEnhance recruitment of companies to Steel Methane Programme. Streamline recruitment of 5 new companies. Implement an agreed action plan for the SMP Database. Finalise contracting of Global Energy Monitor for SMP Database work Work LocationNairobi, Kenya Expected duration6 months Duties and ResponsibilitiesThe UN Environment Programmeโs International Methane Emissions Observatory (IMEO) is a data-driven, action-focused initiative that drives deep reductions in methane emissionsโ the second biggest contributor to global climate change and a key opportunity to reduce warming in the near-term. IMEOโs mission is to provide the open, reliable, and actionable methane data needed to cut emissions at the speed and scale necessary to achieve the Paris Agreement goals. SMP is a UNEP International Methane Emissions Observatory initiative designed to tackle methane emissions across the steel supply chain. The programme aims to establish the \"Gold Standard\" for measuring, reporting, and mitigating these emissions. Building on the success of OGMP 2.0, SMP engages companies and stakeholders to set ambitious mitigation targets, improve measurement practices, and adopt technologies to significantly reduce emissions in alignment with the Global Methane Pledge. The IMEO Methane Transparency Consultant will assume the following tasks: 1. Steel Methane Programme (SMP) Coordination โข Stakeholder Engagement: Establish and maintain regular communication with key stakeholders, including metcoal companies, steel companies, government representatives, intergovernmental organisations (IGOs), technical experts, and NGOs (e.g., Ember, GEM). Tasks include scheduling and coordinating calls, sending follow-ups, and relationship management. โข Programme Recruitment: Drive the recruitment of metcoal companies into the SMP to build a critical mass ahead of its public launch. โข Research and Analysis: Monitor and analyse relevant events, review materials on metcoal methane emissions, and gather information. โข Communications Material Development: Prepare and update presentations, briefing documents, and preparatory materials for external engagements. Coordinate Metcoal 101 training programme under development by Carbon Limits. โข Internal Communications Management: Organise SMP introduction calls, provide team updates, and facilitate internal information sharing. 2. Expansion of the IMEO Data Platform to Include Metcoal Methane (โSMP Databaseโ) IMEO aims to enhance its \"Eye on Methane\" data platform to include comprehensive information on metallurgical coal methane emissions. This platform will integrate data from modelling activities, country-level reporting, corporate disclosures, satellite observations, and scientific research to create a centralised resource for stakeholders, enabling targeted mitigation efforts. โข Project Management: Oversee the integration of metcoal methane data into the IMEO platform by coordinating with internal teams and providing necessary resources. โข Action Plan Development: Implement an agreed action plan for the SMP Database. โข Data integration: Oversee the SMP database as the first IMEO data integration product, making it an important precedent for this strategic new capability. โข External Contracting: Manage contracts with external data providers and ensure smooth coordination of data ingestion processes. โข Documentation and Coordination: Draft and maintain documentation for external use and coordinate stakeholder interactions. โข Technical Support: Perform simple technical tasks, such as attributing methane emissions to specific mines, and facilitate internal communication. โข MARS Metcoal Pilot Support: Assist the MARS team in implementing the Metcoal Pilot Project. Collaborate with the MARS pilot on metcoal methane initiatives, defining future implementation strategies such as notification frequency and formats for governments and companies. 3. Metcoal and Steel Data Analysis and Outreach โข Collaboration with External Stakeholders: Engage with life cycle assessment (LCA) teams and other external parties focusing on metcoal methane emissions. โข Mine to Mill: Commission and manage a mapping of metcoal emissions to steel plants and companies. This involves both information collection and Bayesian analysis to complete the dataset. โข Technical Support: Respond to inquiries and provide technical insights on metcoal methane emissions data (depending on experience with the coal mining sector; liaise internally to coordinate responses) โข Partnership Maintenance: Maintain regular updates and collaborative efforts with external partners, including Ember, GEM, and the International Energy Agency (IEA). โข Data Reporting: Draft and refine materials such as steel industry papers and updated statistical reports. 4. Team Building, Communications, and Organisational Support โข Drive a step change in IMEOs communication around steel emissions, with stakeholders media, investors and donors. โข Provide cross-functional support for other IMEO activities as required, contributing to team development, communication strategies, and organisational objectives. The consultant will report to the Head, International Methane Emissions Observatory, Programme Management Officer, UNEP. Qualifications/special skillsGraduate university degree in any field.
