The purpose of the Information, Counselling and Legal Assistance (ICLA) Technical Assistant position is to assist in the day-to-day implementation of the ICLA project in Faryab Province as per the given annual and monthly action plan.ย This position will normally not entail management responsibility of staff. But will have focus of to conduct Information, counselling, legal assistance on House, Land, Property (HLP) rights, Essential needs, Basic Employment Law Procedure (ELP), Capacity Building Trainings and Mentorship Programmes for duty bearers (formal and informal justice system).ย

Ensure adherence with NRC policies, tools, handbooks and guidelines Implement delegated ICLA project portfolio according to plan of action Prepare and develop status reports as required by management Ensure proper filing of documentsย Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist Development of holistic and needs based programmes, including cash-based interventions and marked based programmesย Development of holistic and needs based programmes, including cash-based interventions and marked based programmes Promote and share ideas for technical improvementSpecific responsibilities:

Understanding of laws, rules and regulations related to housing, land and property (HLP) rights, legal identity documentation (LID), employment law procedure (ELP) and access to essential servicesย Relevant experience in humanitarian operations particularity in legal and advocacy fieldsย Good interpersonal skills Knowledge of cash-based interventions and market based programmes Willingness and ability to travel regularly to the field independently is essential Ability to work under stressful conditions.ยContext/ Specific skills, knowledge, and experience:ย
Bachelorโs degree in law and Sharia Law (Mandatory)ย Minimum experience (1-2 years) within NRC ICLA and/ or other humanitarian context that is inclusive to having knowledge of legal practice, like through academic law activities ย Understanding and respect for humanitarian work, particularly relating to refugee returnees and displacement issues Excellent computer skills especially (Ms. Office Package) Excellent interpersonal skills Knowledge of local languages including Dari, Pashto, having English language skills is a privilegeย Ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.Behavioural competencies :
