What you will do
The ICLA Project Manager is responsible for the ICLA intervention in North-Eastern Ukraine and the oversight of the projects under implementation, in line with NRCโs strategy and standards. The position encompasses team management, project cycle management, capacity building, integrated programming and coordination with key stakeholders.ย
ย
Key responsibilities:
Contribute to the development of Country, Area and ICLA strategies, initiate and participate in the development of relevant ICLA projects.
Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies, donor requirements and NRC policies and guidelines.
Support preparation of proposals (technical, financial and narrative aspects) and reports related to ICLA projects in North-Eastern Ukraine in coordination with ICLA Specialist. Ensure proper budget monitoring and up to date spending plans.
Overall management and successful implementation of the ICLA projects implemented directly or through local partners in North-East Area Office, in accordance with project documentation, including budgets, logframes, and work plans.ย
Implement technical direction as determined by ICLA Specialist, and ensure high technical quality of projects.ย
Ensure that projects target people most in need of legal protection, explore and asses new and better ways to assist and promote the rights of displaced people in line with the NRCโs ICLA and Advocacy strategies.
Contribute to integrated programming with other NRC CCs, including overseeing HLP due diligence activities, as well as contribute to specific legal protection risks and needs analysis as well as advocacy efforts on legal protectionissues.
Provide regular progress reports to the Area Programme Manager, Area Manager and ICLA Specialist.
Keep up to date with legal developments affecting project participants and stakeholders in order to ensure relevant programming and identify new programmatic opportunities.
Line management and development of ICLA project staff to ensure transfer of key skills.
Liaise and collaborate with local authorities, partners and other key stakeholders. Participation in relevant coordination fora and clusters. Coordination with key stakeholders including UN agencies, INGOs and NGOs, local authorities and others.
What you will bring
Academic background in law, social sciences or similar at Bachelor or Masters level.
Minimum 3 years of experience working in similar roles, preferably in humanitarian/recovery, complex and volatile contexts.ย
Legal expertise background with experience in managing implementation of legal aid projects through local partners and knowledge of key principles of building local partnerships. Experience with ICLA or related legal aid programs is an asset.
In depth knowledge of the displacement and legal context in Ukraine is highly preferable.
Team management and leadership capacity.
Fluency in English, both written and verbal, Fluent in Ukrainian language, knowledge of Russian language is an asset.ย

Contract: 12 months.
Travel: Up to 30% to field locations.
