Org. Setting and ReportingThis position is located within the Commission on Human Rights in South Sudan pursuant of the Human Rights Council Resolution A/HRC/RES/58/1, based in Juba. The incumbent will work under the direct supervision of the Coordinator of the Commission, under the overall supervision of the Chief of the Investigations Support Section of the Human Rights Inquiries Branch, Office of the High Commissioner for Human Rights. ResponsibilitiesWithin delegated authority, the Human Rights Officer (Reporting Officer) will be responsible for the following duties: - Reviews and analyses information collected and advises Secretariat staff on addressing gaps and following leads; - In coordination with the Chief of Investigation, identifies gaps and orients the investigation accordingly; coordinates closely with the Legal Adviser to ensure information collected corresponds to the required legal elements; - Coordinates closely with the Commissions Advisers to ensure their perspectives are integrated throughout the investigation, and during analysis and report drafting, including on the gendered impact of the violations; - Prepares briefings, summaries of information gathered and analytical documents as required; - Coordinates the drafting of the Commission's reports, and acts as its main drafter; - Ensures that information collected is properly documented, in accordance with standard OHCHR methodology in coordination with the Chief of Investigation; - Assists in drawing analytical conclusions; proposes the structure of reports and visualisation of the Commission's findings and conclusions; assists in developing actionable and gender-sensitive recommendations; - Performs other duties as required. CompetenciesPROFESSIONALISM: Knowledge of and exposure to a range of human rights issues including approaches and techniques to address sensitive and complex human rights problems in their political, ethnic, racial, gender and socio-economic dimensions. Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the region or country of assignment, including the political environment and legal statutes as they pertain to human rights. Ability to complete in-depth studies and reach conclusions on possible causes and solutions to human rights problems in specific societies and systems. Demonstrated skills in training civil authorities and members of advocacy groups to recognize warning signs of civil unrest and take preventive action to avert hostilities. Ability to relate to human rights issues and perspectives, including their gender equality dimensions, to political, social, economic and humanitarian programmes in affected countries and areas. EducationAdvanced university degree (Master's degree or equivalent degree) in law, political science, international relations or another discipline related to human rights is required. Work ExperienceA minimum of seven years of progressively responsible work experience in human rights, international humanitarian law or international criminal law is required. A minimum of two years of experience in the analysis and drafting of public human rights reports is required. Relevant working experience in the United Nations or similar institution is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required.
