About Us

The Administration Division manages the OPCWโ€™s day-to-day human resources, finances, and logistical support, and coordinates knowledge management.

The Division also represents the Technical Secretariat during sessions of the Advisory Body on Administrative and Financial Matters (ABAF), and serves as the point of contact for the OPCWโ€™s External Auditor.

    Responsibilities

    Job Summary

    Our Human Resources Branch team is looking for a dedicated professional with broad expertise in the field of HR policy and employee relations with experience in an international/multilateral organisation who is passionate about upholding a culture that is fair, respectful and inclusive.

    The HR Policy Officer will be in charge of developing and maintaining human resources policies that support the achievement of the organisational priorities. You will coordinate HR planning and the OPCW people strategy development. In this position, you will prepare responses to meet HRB's commitments, management reporting, and policy-making organs. In addition, you will provide high-quality advice on HR policy direction and interpretation, as well as staff appeal, disciplinary cases and staff relations to create an organisational culture of trust and respect.

    Main Responsibilities

    In this position as the Human Resources Policy Officer, you will be responsible to review and to formulate new and revised HR policies in close collaboration with the HRB teams and the Office of the Legal Advisor. You will support Head HRB during consultations on HR subjects, coordinate and lead on HR reporting to senior management and liaise with other organisations and agencies to ensure that OPCW has efficient HR policy and strategy development in comparable systems.

    Qualifications and Experience

    Education

    Essential: An Advanced University degree in human resources management, law, public or business administration, industrial relations, psychology or other social sciences; a first level university degree in combination with qualifying experience (minimum 7 years) may be accepted in lieu of the advanced university degree.

    Desirable knowledge: International Administrative Law and its application.

    Knowledge and Experience

    Essential: A minimum of 5 years of progressively responsible experience in human resources management, several of which must be in HR policy with advanced degree or 7 years with first level degree. Work experience in a multilateral/international organisation, preferably a UN common system organisation. Experience in handling staff relations and disciplinary cases preferably in an international organisation .

    Skills and Competencies

    To succeed in this role, you will need the following skills and competencies:

  • Displays knowledge of underlying theory of HR, including a broad range of HR disciplines as well as HR best practices in public and private sector applied to clear strategic plans and interventions, and advice to clients;

Demonstrates the ability to analyse and research HR policy, effectively apply procedural guidelines and develop realistic implementation plans for new policies, standards, procedures and guidelines;
Shows strong corporate commitment; works to achieve the goals of the OPCW as a whole, making significant contributions to organisational priorities and initiatives;
Communicates clearly and convincingly; demonstrates strong oral and written communications skills. Is particularly able to draft and submit opinions and responses within the administrative guidelines and staff rules and regulations;
Focuses on impact and results for the client; promotes and lives by an ethic of client service, seeking to produce significant and positive impact;
Excellent organisational, planning and coordination skills and an ability to develop clear goals that are consistent with agreed strategies, foresee risks and adjust plans as necessary;
Actively seek to improve programmes or services and take an interest in new ideas and new ways of working;
Displays excellent interpersonal skills, which includes critical thinking skills.

Languages

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.

Additional Information

This fixed-term appointment is for the duration of two years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules.

The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years.

The mandatory age of separation at the OPCW is 65 years.

Fixed-term staff members participate in the OPCW provident fund. A monthly staff contribution is met with a doubled amount by the OPCW to ensure separating staff have the capital necessary to move on to new challenges.

The Director-General retains the discretion to not make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.
