Org. Setting and ReportingThis position is located in the UN JPO Programme, Human Resources Management (HRM), Capacity Development Programme Management Office (CDPMO), Department of Economic and Social Affairs (DESA). The position contributes to the overall objective of the UN JPO Programme to effectively provide donor-funded human resources through the Programme to support the UN Secretariatโ€™s mandates on capacity development. Supporting DESA CDPMOโ€™s function as โ€œCenter of Excellenceโ€ for JPO matters in the UN Secretariat, the Human Resources Officer reports directly to the Chief, UN JPO Programme, and under the overall guidance of the Chief, HRM, CDPMO. ResponsibilitiesWithin delegated authority, the Human Resources Officer will be responsible for the following duties: GENERAL โ€ข Provides advice and support to managers and staff on human resources-related matters in the context of the JPO Programme. โ€ข Participates and/or leads special human resources projects. โ€ข Keeps abreast of developments in various areas of human resources. RECRUITMENT AND PLACEMENT โ€ข Prepares vacancy announcements, posts them on the JPO Programme website, reviews applications, and provides a short list of those offices in the context of the JPO Programme. โ€ข Reviews recommendations on the selection of JPO candidates by client offices and participating donor countries. โ€ข Finalizes job offers for successful candidates. โ€ข Supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions, maintenance of staffing tables, and processing of contracts. ADMINISTRATION OF ENTITLEMENTS โ€ข Provides advice and guidance to all clients on the interpretation and application of human resources and finance policies, conditions of service, regulations and rules, as applied to UN Staff in general and JPOs in particular. Reviews and provides advice on exceptions to policies, regulations and rules. โ€ข Administers and provides advice on salary and related benefits, travel, and social security entitlements. โ€ข Determines and recommends benefits and entitlements for staff on the basis of contractual status. โ€ข Reviews policies and procedures and recommends changes as required. STAFF DEVELOPMENT AND CAREER SUPPORT โ€ข Provides advice on transfer and career development to JPOs. โ€ข Provides induction orientation programme and briefing to new JPOs. โ€ข Provides performance management advice to JPOs and management. Assists supervisors and JPOs with understanding and using the performance appraisal system (INSPIRA). โ€ข Reviews training applications for upgrading substantive and technical skills and certifies the use of training budget and in respect of JPOs OTHER DUTIES โ€ข Coordinates and forecasts upcoming HR administration activities and requirements โ€ข Coordinates JPO budget-related activities, reviews incoming deposits, and prepares relevant reports. โ€ข Reviews and clears individual cost estimates for JPO placement; Prepares, revises, and pro-rates as applicable, comprehensive budgetary requirements through cost estimates for cost-sharing cases. โ€ข Acts as certifying officer for travel in respect of JPOs. โ€ข Researches, compiles, and summarizes ad hoc reports and information on a wide range of HR-related activities in the context of the JPO Programme โ€ข Advises and counsels JPOs in respect of rights, responsibilities, code of conduct, and difficulties associated with work and entitlements. โ€ข Prepares classification analysis of jobs in Professional and General Services and related categories. โ€ข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables, and reports using data visualization methods to enable data-driven planning, decision-making, presentation, and reporting. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree. At least two years of experience in recruitment for international organizations is required. At least two years of experience in data analytics or related area are desirable. Experience with ERP platforms (SAP, Oracle) in the administration of HR is desirable. Experience in international fundraising and donor relations initiatives, including the organization of international meetings, is required Experience in organizational management systems and in managing extrabudgetary funds in ERP systems is desirable. Experience in managing websites and online surveys is required. Experience in talent Management of staff in international organizations and drafting talent management strategies is desirable. LanguagesEnglish and French are the working languages of the UN Secretariat. For this post, fluency in English and French, both oral and written, is required; Knowledge of another UN official language is an advantage.
