The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Position Overview

CHAI is seeking a highly motivated individual with strong analytical ability, and communication skills. The successful candidate must be able to function independently and be able to build strong relationships with program staff and team members. The successful candidate will provide expert guidance and will be responsible for providing the full range of Human Resources (HR) functions including but not limited to employee recruitment, selection, HR management and HR administration. The candidate must have a thorough understanding of Benin labor law and knowledge of standard HR practices applicable to the full spectrum of human resource management. This position reports to the Country Lead, and will be based in Cotonou, Benin Republic.

Responsibilities

Human resource planning:

In collaboration with the Country Lead, develop a system for hiring the right talent in a timely manner to support country office expansion as well as adapting hiring techniques and benefits to source and hire the best candidates.Develop and implement a human resource plan by analyzing organizational objectives and plans, evaluating country office workforce setup, and uncovering needs, and forecasting future HR requirements.Monitor, review, and reassess the human resource plan for maximum impact.

Human resource compliance:

Ensure compliance with CHAI global HR policies and government employment laws through documentation submission of relevant documents to government authorities for validation, and training of staff on these policies.Manage and maintain the integrity of an employee information system tracking personnel records, including signed organizational and contract documents, staff credentials, and relevant HR checklists.Conduct quarterly HR compliance audit and submit report to the Country Lead.Ensure staff compliance to HR policies and practices and communicate to staff all changes made to the policy.Maintain and track all employeesโ€™ contracts and ensure all employment contracts are renewed or extended based on the grant provision.Maintain all staff folders and ensure all folders have the minimum requirement as stated by the employee handbook.Provide guidance to line managers on HR policies, ensuring the right interpretation of the policies is applied in managing human resources and champion the implementation of new HR policies.

Recruitment and selection:

Support country programs with recruitment by serving as liaison for hiring teams and candidates throughout the interview and hiring process, and by posting jobs and scheduling interviews with candidates.Screen identified candidates to assess their abilities and recommend qualified candidates based on the phone interview and pre-employment assessment; proactively manage internal referrals.Provide consistent communication to hiring teams and candidates on the position status, throughout the interviewing and hiring process.

Learning & development:

Develop and implement a comprehensive professional development strategy, including organizational learning, new skills acquisition, and talent development;Manage in-house learning and training sessions and ensure maximum participationParticipate in Global HR training opportunities and webinars and share relevant details with team members for professional development and learning.

Employee engagement and wellbeing:

Complete employment verification and manage new hire onboarding process, ensure all new hiresโ€™ documentation is completed and processed, new hires are onboarded on programs and country office policies and procedures.Coordinate with the health insurance vendor to ensure the provision of top-quality medical coverage for staff and their families.

Administrative responsibilities:

Track staff leave days and generate monthly leave tracker report.Manage staff leave tracker, update and advice staff of leave usage- vacation, sick and compassionate leave and generate a leave tracker report on a monthly basis.Communicate all payroll changes by completing Personnel Action Forms (PAFs) and submit to global HR before payroll deadline.Provide travel visa letters and process work permits for staff by collaborating with the relevant government personnel.Manage staff exit process and ensure handover notes and CHAI properties are returned and documented.Develop standard operating procedures for various functions to ensure systematization in execution of the HR function.

Communications:

Proactively share updates on HR policies and procedures with country office staffMaintain internal newsletters for HR & recruitmentServing as a focal point for all HR inquiries and resolving issues as they ariseOther responsibilities as requested by the Country Lead.

Qualifications

A bachelorโ€™s degree in human resources or in any of the social sciences. A masterโ€™s degree will be of added advantage.A minimum of 2 years of prior relevant experience in Human Resources Management; preferably working with non-governmental organizations.Excellent planning, organizational and problem-solving skills.Demonstrate commitment and strict adherence to confidentiality.Good listening, communication and interpersonal skills.Proficiency in Microsoft Office Suite (Word, PowerPoint & Excel).Exceptional writing skills and strong communication skills.Exceptional diplomatic and interpersonal skills, and ability to build relationships.Ability to function independently and flexibly as well as build strong relationships.Strong work ethic and flexibility.Ability to learn on the job quickly and absorb/synthesize a broad range of information.Fluent in French and in English (full professional proficiency in both languages at a minimum).
