Established in 2019, the Cluster Office covers both Tunisia and Libya, with dedicated programme teams and shared supporting and management units. In Tunisia, UN Women focused on three areas โ Governance and Womenโs Political Participation, Womenโs Economic Empowerment and Women's Peace and Security, and working with various stakeholders from the Government, CSO, and Parliament to ensure gender is mainstreamed in public policies and strategies, legislative reform,s and in political and economic participation processes. In Libya, UN Women has strengthened its programme presence in Libya, responding to the complex governance, humanitarian, development, and security challenges through its triple mandate. UN Womenโs Libya is working to strengthen womenโs political participation, ensure gender-responsive economic recovery, coordinate gender mainstreaming within the UNCT in Libya, integrate womenโs needs into the current humanitarian response, and ensure their full participation in humanitarian consultations and processes.ย
Under the technical guidance of the Regional HR Business Partner and the daily supervision of the Operations Manager, the HR Assistant is responsible for administratively and logistically supporting the recruitment and placement, administration of benefits and entitlements of staff and local external contractors, other HR administration issues, and separation of personnel.
Scope of Work
1. Administer and implement HR strategies and policies in the Tunisia-Libya Cluster Office in full compliance with UN Women rules, regulations, and HR policies and guidelines:ย
Provide general, standard information to the management and staff on HR strategies, rules, and regulations;ย Identify ways in which the administrative needs can be met within existing policies; interpret processes and procedures, anticipate and manage operational requirements;ย Prepare a written response to queries concerning HR related matters.ย2. Provide HR administrative and logistical services to the Tunisia-Libya Cluster Office and the region in full compliance with UN Women rules, regulations, and HR policies and guidelines:ย
Process, draft, edit, proofread, and finalize for approval a variety of correspondence and other communications; maintain files/records, monitor deadlines;ย Provide administrative coordination in the extension of contracts, processing of national benefits and allowances, and entitlements, and renewal of UNLPs and visas;ย Input and track all transactions related to positions, recruitment, benefits, earnings/deductions, retroactivities, recoveries, adjustments, and separations through the Quantum systemย Facilitate responses to audit findings and recommendations;ย ย Assume overall responsibility for leave management, record management;ย ย Process payment, and administer entitlements for international staff as delegated; validate and coordinate local payroll and related issues;ย Facilitate the staff separation process; Create/update entries of vendors, PO, and Receipts in the Quantum system.ย ย3. Facilitate and coordinate recruitment processes in full compliance with UN Women rules, regulations, and HR policies and guidelines:ย
Draft job descriptions and vacancy announcements; assist in reviewing and processing requests for classification;ย Screen candidates and facilitate and participate in interview panels as necessary;ย ย Prepare recruitment recommendations/supporting documentation for the Central Review Board (CRB);ย Prepare position establishment, liaise with headquarters, and ensure that action is completed;ย ย Provide regular recruitment status reports.ย Provide advice to local recruitment on programmes/projects when necessary.ย4. Provide administrative support to staff performance management and learning, and development in full compliance with UN Women rules, regulations, and HR policies and guidelines:ย
Monitor compliance with the performance appraisal review in the office and region, and staff learning and development.ย Facilitate the preparation of the Office learning plan and individual learning plans in consultation with the regional office HR Business Partner.ย5. Maintain data in relation to HR in full compliance with UN Women rules, regulations, and HR policies and guidelines:ย
Maintain and update internal database and files on administrative HR matters in a confidential and secure manner;ย Generate a variety of standard and non-standard statistical and other reports from various databases;ย Update position data in Quantum system, association of positions to chart fields (CoAs), update of CoA information, and setting up vendors.ย6. Facilitate knowledge building and knowledge sharing globally:ย

FUNCTIONAL COMPETENCIES:

Education and Certification:
Completion of secondary education is required.ย ย Bachelorโs degree in HR, Business, or Public Administration is an asset.ย ยExperience:
At least 5 years of relevant responsible work experience inย ย office administration and/or human resource management;ย ย Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is required.ย Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.ย ย Experience working within the UN common system is desirable.Languages:
Fluency in English and French is required. Knowledge of another official UN language (Arabic) is desirable.
