The Human Resources Assistant reports to the designated Officer/s. ResponsibilitiesWithin delegated authority, the Human Resources Assistant will be responsible for the following duties: โข Actively reviews relevant key performance indicators and ensure completion of tasks within established time frames โข In close coordination with designated Officers, performs role of Security Liaison Officer (SLO) and request Umoja access according to delegation of authority โข Supports in organizing meetings, formulating agendas and planning presentations โข Provides records and information as requested for Board of Auditors audits, Office of Internal Oversight Services (OIOS) investigations and internal complaint investigations โข Drafts emails and communications issued by the Executive Office in compliance with guidelines and directives established in the Secretariat HUMAN RESOURCES MANAGEMENT: โข Participates in recruitment and placement exercises; including screening applications, preparing candidate profiles, supporting interviews โข Reviews, processes and follows-up on actions related to the administration of the Executive Officeโs activities, e.g. recruitment of staff and consultants, placement, promotion, relocation, performance appraisal, supports job classification reviews, separation of staff members, training, development of business process analyses and standard operating procedures, etc. whilst ensuring consistency in the application of UN rules and procedures โข Responds to enquiries and provide information and policy advice to staff regarding HR and administrative policies such as conditions of service, duties and responsibilities, and entitlements under the Staff Rules and Regulations โข Monitors staffing table and perform related actions in Umoja Organizational Management โข Prepares and process Umoja travel requests for certification, including processing of exceptional cases โข Prepares periodic reports and relevant statistical data/charts e.g. Compensatory Time Off (CTO) or overtime, broadcast email list, telephone directory โข Undertakes research on a range of HR-related issues and assist in the preparation of notes/reports โข Reviews, monitors and updates data of staff in Umoja concerning attendance/absence records โข Provides guidance and organize training on time-related issues and entitlements to staff and counterparts in client offices โข Liaises with Division of Health-Care Management and Occupational Safety and Health (DHMOSH), Time Managers and Senior Time Administrators on relevant matters โข Provides input and feedback for monthly management reports DATA ANALYSIS Supports HROs with data analysis and performance monitoring, provides full range of data analysis assistance at all phases of a data analysis initiative, typically, a large and highly complex component of the departmental data analysis initiatives, seeking guidance only in exceptional circumstances: โข Performs user acceptance testing for new modules of applications and develops EO requirements in capacity of senior user. โข Acquires data from primary or secondary data sources and maintains databases. โข Assists with the preparation of financial reports and analysis. โข Assists with the preparation of reports that provide accurate and timely financial and statistical information. โข Assembles spreadsheets and draw charts and graphs used to illustrate reports. Work Experienceโข A minimum of seven years of progressively responsible experience in human resources or a related area is required. The minimum years of relevant experience is reduced by two (2) years for candidates who possess a first level University degree. โข A minimum three years of experience working with Enterprise Resource Planning (ERP) system, such as Umoja (SAP) or equivalent is required. โข Experience within the UN system or another international organization is required. โข A minimum two years of experience working with a recruitment module/talent management system such as Oracle People Soft (Inspira) or similar applications is required. โข Experience handling large staffing tables, administering contracts and/or travel to a diverse set of clients within an international organization is desirable. โข Experience in working with MS Excel creating pivot tables and charts using worksheet data and external resources is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
