The position is to be filled as soon as possible, with an initial contract duration of one year. There are very good prospects for an extension. Employment location will be Kyiv, Ukraine. The position is paid according to paygrade.
As Human Resources and Administration Manager you are responsible for developing, strengthening and and implementing human resources and administration policies and procedures in line with Welthungerhilfe standards. This includes recruitment, contract and payroll management for national staff, staff development, compliance with employment and administrative policies, and ensuring effective personnel administration. In cooperation with the Regional Human Resources Manager and Country Director, you will play a key role in fostering a positive work environment and ensuring human resources and administrative processes and strategy support the overall mission objectives and adhere to industry standards, donor regulations and local laws.
Your responsibilities
- Supervise the full recruitment process of the national staff to ensure that all vacancies are filled with qualified personnel on time.
- Ensure that all human resources (HR) management areas of recruitment, training, promotion and employment are in line with the gender strategy.
- Support the Senior Management Team (SMT) in the development and periodic revision of a Ukraine-specific job-grading grid.
- Lead the development of HR guidelines, processes, and similar to ensure the establishment of an efficient, effective, and employee-friendly environment in WHH Ukraine.
- Create and regularly update a confidential database for all employees and maintain an accurate register.
- Develop a confidential complaints procedure that the staff can use, including a database for management.
- In cooperation with the financial department team, monitor the timeliness and correctness of settlements with the staff.
- Promote and ensure that employees comply with the requirements of the WHH Security Policy, the WHH Code of Conduct, and the Internal Labor Rules and Regulations for National Employees of Deutsche Welthungerhilfe e.V. in Ukraine.
- Monitor the staff development plans that meet individual and organizational development needs.
- With the support of the Country Director, process government requests related to HR. Liaise with WHH legal counsel and provide necessary procedural actions. Provide regular and specific legal risk analysis if necessary on HR related topics.
- Represent WHH at HR working group meetings.
- Have an overview of staff costs, and ensure that these are reflected in new project proposals.
- Participate in the SMT as the Head of Human Resources and Administration Department and contribute as required.
- Identify the needs of teams in capacity building, organize training of employees.
- Comply with labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation and labor hygiene rules, Safety, and Environmental regulations and guidelines.
- Travel to area offices of WHH in Ukraine to provide consultation and the necessary support to HR and Administration staff based in the field.
Your profile
- Advanced level in English and Ukrainian.
- At least 3 yearsโ experience in human resources area.
- Knowledge of labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation and labor hygiene rules.
