Purpose of the Positionย
This is a new positionย within our HR department.
The HR Adviser will be instrumental in developing and implementing HR policies, overseeing employee relations, supporting recruitment processes, and ensuring compliance with labor laws and donor requirements, particularly in the Netherlands. They will play a key role in ACAPS' transition to direct employment from third-party arrangement and will be the HR focal point for our colleagues in The Hague.ย

Role and Responsibilities
HR Strategy & Organisational Setup
Advise leadership on HR best practices in compliance with Dutch labor law for a newly established office in The Hague and support implementationย Support in developing and implementing overall HR processes and policies thatย aligns with international best practices andย supports the ACAPS mission and operational goalsLegal Compliance & Employment Law
Recruitment & Onboarding
Lead recruitment efforts, including job postings, interviews, and selection processes Develop and execute onboarding programs to integrate new Hague-based employees effectively. Conduct off-boarding processed for Hague-based employeesCompensation & Benefits Management
Support in developing a competitive compensation and benefits structures aligned with market standards. Manage payroll processes in collaboration with finance and external providers. Oversee employee benefits, including insurance and pension schemes.Employee Relations & HR Support
Serve as a focal point for employee relations, handling grievances and conflict resolution. Support performance management processes and professional development initiatives.HR Systems & Administration

Masterโs degree in human resources Dutch HR Credentials/certifications Proven experience in a similar HR position (minimum 5 years) Experience in setting-up HR processes and policies for a new office, asset Excellent understanding and knowledge of Dutch labour law Strong understanding of the Dutch social insurances policies and regulations Experience in working with Employer of Record platforms ย Strong understanding of recruitment processes and techniques Proficiency in English and DutchOperate in line with the ACAPS values
