General Minimum Requirements
The general minimum requirements for working with the OSCE are:
Excellent physical condition;
Possession of a valid automobile driving license and the ability to drive using a manual transmission;
Ability to cope with physical hardship, willing to work extra hours and in an environment with limited infrastructure.
Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
First-level university degree in law, political science, international relations, human rights, or related field; Experience in human rights, penitentiary systems, international organizations, election administration, the practice of law, or related fields within international organizations, government, legal organizations, or civil society;Knowledge of international human rights law;Knowledge of international legal procedure standards and instruments;Demonstrable organizational, analytical, communication and interpersonal skills.
Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
Education:
First-level university degree in law, political science, international relations, human rights, or related field.
Experience:
A minimum of six (6) years of relevant, diversified and progressively responsible professional experience in the field of international human rights or civil society within international organizations, government or legal organizations.
Mission Specific Requirements
Additionally, this particular post has specific requirements:
Project management experience, including development, implementation and monitoring, preferably in the rule of law-related project activities;
Previous experience in penitentiary reform is desirable;
Knowledge of regional political developments in Central Asia;
Ability to establish contact and develop confident relations with civil society, as well as the ability to work with government officials and institutions, including law enforcement and the judiciary;
Experience in compiling and analysing relevant info, including complicated legal topics;
Cultural sensitivity and judgment;
Flexibility and ability to work under pressure and within limited time frames;
Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different genders, and diverse political views while maintaining impartiality and objectivity;
Knowledge of OSCE principles and commitments;
Fluency in English (both oral and written) and working knowledge of Russian;
Computer literate with practical experience using Microsoft applications.
Tasks and Responsibilities
Under the overall supervision of the Head of Human Dimension Department, the incumbent will be tasked with the following duties:
Assessing and reporting on issues related to the human dimension, including through the drafting of relevant background reports and papers; inputting to the OSCE POiB's regular reporting;
Contributing to defining the strategy and necessary resources for the Human Dimension Activities programme through the Programme Budgeting process;
Overviewing the developments in the country related to the human dimension (including penitentiary reform-related issues, elections and democratization, countering trafficking in human beings, economic, social and cultural rights) and defining and managing projects in this area;
Assisting with and advising on the development, co-ordination and implementation of projects designed to support the host State with its Human Dimension commitments;
Supporting the Head of Human Dimension Department in ensuring the full implementation of the Human Dimension Activities programme in compliance with the OSCE's Common Regulatory Management System (CRMS);
Ensuring all human dimension projects are adequately monitored, implemented, controlled and reported on;
Assisting in arranging OSCE POiB events, inter alia, visits to the area by OSCE delegations, as well as other events with OSCE participation;
Ensuring close cooperation with the Senior Planning and Co-ordination Officer on all issues relevant to programming, coordination of programming, budgeting, reporting, and compliance with OSCE Rules and Regulations in these fields;
Serving as a first-level supervisor for four National Officers within the Human Dimension Department;
Identifying local and international stakeholders relevant to the fulfilment of the programme and maintaining regular communication with them;
As requested by the Head of Human Dimension Department, representing the OSCE and the POiB on advocating for the fulfilment of Human Dimension commitments to external audiences;
Deputizing the Head of Human Dimension Department when required;
Performing other duties as required.
