Background:
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.
The post is located within the Human Dimension Meetings Unit, Direction and Policy Department of the OSCE Office for Democratic Institutions and Human Rights, based in Warsaw. ODIHR has a mandated responsibility for the annual Human Dimension Implementation Meeting and the Human Dimension Seminar in Warsaw, and for providing assistance to the Chairperson-in-Office (CiO) for three Supplementary Human Dimension Meetings in Vienna. The Associate Human Dimension Meetings Officer works to ensure the efficient and timely organization of the Human Dimension Implementation Meetings and is responsible for extensive co-ordination on issues of substance, planning and organization between ODIHR and OSCE institutions, CiO and delegations of OSCE participating States, and experts on the topics of human dimension.
Tasks and Responsibilities:
Under the supervision of the First Deputy Director of ODIHR, the incumbent performs the following functions:
Co-ordinating the preparation, organization, and follow-up of human dimension events within ODIHR and the wider OSCE framework, in close consultation with the Chair-in-Office, OSCE institutions, delegations, and relevant stakeholders;
Overseeing all phases of event planning and delivery, including pre-event research and analysis, agenda development, selection of experts, speakers, moderators, and rapporteurs, as well as logistical, technical, and outreach arrangements;
Facilitating the effective engagement and participation of civil society, NGOs, and newly admitted participating States, including through management of participation funding, side events, and informal meetings;
Ensuring the smooth running of events by guiding and briefing participants, experts, and moderators on procedures and modalities, and by maintaining effective communication and coordination throughout;
Co-ordinating the preparation of meeting and conference reports, ensure appropriate follow-up with ODIHR programmatic portfolios, OSCE institutions, Secretariat departments, and field operations, and oversee the public distribution and implementation monitoring of recommendations;
Enhancing event processes and systems, including the Conference and Event Registration System, to improve efficiency, accessibility, and participant experience;
Managing the human and financial resources allocated to the Unit, including preparation and adjustment of budgets, supervision and evaluation of staff performance, and recruitment of short-term assistance as required;
As a member of ODIHR management, contributing to the development of strategic documents, internal policies, and guidelines, and participate in discussions and decision-making on issues relevant to the Office as a whole.

Necessary qualifications:
Second-level university degree in international relations, political science, history, public administration or another related field. A first-level university degree in combination with two additional years of relevant experience will be accepted in lieu of the second-level university degree;
A minimum of two years (four years with a relevant first-level degree) of directly related professional work experience;
Proven experience in the organization of larger-scale international political conferences is mandatory. Experience in managing at least one larger-scale international political conference annually (500+ participants);
Knowledge of the functioning of the relevant national and international institutions, as well as previous experience in non-government organizations is an asset. Experience working within, and detailed knowledge of, the institutions of the OSCE or other comparable experience is highly desirable;
Excellent oral and written communication skills in English. Working knowledge of Russian or other OSCE languages is desirable;
The ability to establish and maintain effective working relations with people of different national and cultural backgrounds while remaining impartial and objective;
A high degree of gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
Remuneration Package:
Monthly remuneration is approximately EUR 5,600 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Poland. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.
Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The OSCE is a non-career organization committed to the principle of staff rotation, therefore the maximum period of service in this post is 7 years.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
